MPJD urges citizens to avoid travel through Serbia

In four cases criminal procedures have been initiated against Kosovo citizens since 2025, they have announced by the Ministry of Foreign Affairs and Diaspora, under which cases relate to war crimes charges, inciting hatred and violating Serbia's constitutional order.
For the last instance of the arrest in Serbia of Kosovo's Osman Selmani, who was detained at the border checkpoint in Mutioda, the ministry says the Kosovo Liaison Office in Serbia has informed the QUINT countries and sought their influence on Serbian authorities.
Similar cases occurred early in 2026.

“The MPJD has repeatedly called on Kosovo citizens, including our fellow countrymen living in exiles and planning to travel towards Kosovo, to use alternative routes and avoid passage through Serbia, given the repeated cases of bans and arrests of citizens of the Republic of Kosovo by Serbian authorities”, it is said in the reaction of the MPJD.
Lawyer Arianan Koci, who has taken such cases directly, has also urged citizens to take care of social networking posts.
He cites the case of Avdi Memcaj, who, according to him, is in custody now two months only because of communications on social networks.
“Kisa made an appeal that was then carefully put into social networks as expressed, because you have the case of Avdi Memcaj, who only for social networking, Serbia has stopped. On May 20 and almost two months in prison. So no other action has done it”, Koci said.
Koci has also given some advice on how citizens should behave if they are banned by Serbian authorities.

In recent years, Serbia has repeatedly arrested Kosovo citizens under war crimes claims in Kosovo in 1998-99.
