Spectacles for the destruction of the derivative point were paid 46 thousand euros more expensive by the Ministry of Agriculture than the cheaper bid (DOKUMENT)

Acting Agriculture Minister Armend Muja, in time the campaign collapsed a point of derivatives that was built on the property of the Ministry of Agriculture in Pristina. Muja, she invited the media to shoot down the collapse, and she also created some videos on social networks, proud of the action taken.
However, this collapse was paid more dearly, while cheaper offers were eliminated by the commission of this ministry, reports Periscope.
The Ministry of Agriculture paid 65 thousand and 920 euros for the collapse of objects where the ministry's new object is scheduled to be built, after eliminating six of the seven economic operators that had competed in this procurement activity.
According to official documents, in the tender, titled “The root of objects where the MBPHR object will be built”, the lowest offer was submitted by the company “VB Holding”, worth just 19 thousand euros, while the winning bid of operator “Ermal Sylaj B. I.” totals 65 thousand and 920 euros.
A total of seven economic operators had been offered in the race, at prices ranging from 19 thousand to 78 thousand euros.



However, the ministry's assessment commission eliminated all other operators, leaving the operator's single responsible offer that eventually won the contract. According to the announcement of the contract signing, out of seven accepted bids only one was considered responsible.

Freer offer, company bid “The VB Holding” was rejected with the argument that the operator had not submitted clarifications concerning the offered price, which was estimated to be “lowly low”. The same reasoning was eliminated from the company “Tempo-2”, which had offered 36 thousand and 552 euros.


Meanwhile, the “Osman Holding” company, which had submitted the second lowest bid of 34 thousand and 440 euros, was eliminated after the commission estimated that the submitted clarifications were not enough to prove the contract's financial feasibility.


In the ministry's reasoning, the operator had reportedly failed to present clear financial analysis, had not testified enough to the coverage of minimum expenditures, and had offered no convincing justification for the costs presented.
Also, the group of economic operators “Grand Construction” and “Vacal”, with a bid of 59 thousand and 658 euros, was eliminated due to differences in the consortium documentation.

And the company “Horn & Co. Kosova”, which had offered 73 thousand and 700 euros, was found irresponsible because the trucks presented were not compatible with the required carrier capacity in the tender file.

In the end, the contract was awarded to the operator “Ermal Sylaj B. I.” with a bid of 65 thousand and 920 euros, though this was the fifth lowest bid among seven bidders.

The winning bid is 46 thousand euros higher than the cheaper bid submitted in this procurement activity. /Periscope/
