The SPAK records Belinda Balluk's indirect-owned villa, former sv. New accusations add to prime minister

According to the official announcement, the Special Prosecutor has followed up investigations into the citizen Belinda Balluk, who has currently been taken into custody for the criminal act of “The violation of the equality of participants in tenders or public auctions”*, in co-operation and after conducting further investigative actions is also suspected of performing criminal acts “passive corruption of persons exercising public functions” and “Cleaning products of criminal work or criminal activity”, in co-operation.

Following the investigation conducted under criminal prosecution no. 136/2025, following the request submitted by the Special Prosecutor, the First Century Special Court, with the ruling No.412, the 3.6.26 date, has placed the measure of property security “secuestro preventive” on real estate, in indirect ownership of the citizen Belinda Balluk, located in the tourist resort “Rocks”, Gjilek, Emer, Mayor.

According to the ongoing results of the investigation, there are doubts that the seized property is linked to the unfair, wanted and taken by the citizen Belinda Balluk in exchange for favouring the economic operator, through a public prosecution procedure conducted by Albpetrol sh. Investigations have also tallied the use of alleged legal acts as extinguishable, aimed at concealing origin and real property ownership.

The property placed under “sect” is made up of a “Individual two-story Belgrade type with No.F.6, the parcel surrounded by the villa is no less than 300 m2. Vila F6, within this parcel, has an area of 103m2 (cates 6 feet [54 m] and the first floor on the ground of 49 m2). Willa F6 has a 34m2 porch. The parking lot is inside the parcel surface. From conducting other investigative actions, within criminal prosecution no. 136 of 2025, the prosecution of special methods, the collection of digital evidence and other evidence administered up to this phase of preliminary investigations, results from new criminal evidence in charge of defendant Belinda Balluk, suspected of carrying out criminal acts “passive corruption of persons exercising public office”, provided by Article 259 of the Penal Code, <x> Passing criminal product products or criminal activity”, in co-operation from paragraph 287x> to 16x>, Pentex>, under which Pen76>, in line of verdict.

From administered actions have resulted in data for illegal actions by citizen Belinda Balluk regarding the procurement procedure with the object: “Reconstruction of Albcontrol's technological building to improve conditions”, with the limit fund 88,651,633 (eight million and six hundred and fifty-six thousand thirty-three), and the “contract for the reconstruction of Albcontroll's technological building for the improvement of the conditions of 1416616616, worth 14.1 million and eight hundred and sixty-six hundred and sixty-seven thousand dollars.

In terms of the procedure cited, it turns out that citizen Belinda Balluk, in the quality of the title of contractor authority “Albcontrol” s.a, with the duty of “General Director Albcontrol” sh.a, in collaboration with citizen Evis Berberi, tasked with the chief of Procurement Sector, and members of the Procuration Unit, citizens S.P.P., E.N. and A.A., acted against law in opposition to the law. 9643, 2011.2006 “for public procurement”, modified, as well as VKM No. 1, 10.1.2007 “For public procurement rules” (changed).

These actions are related to the phase of project preparation and development of the procedure, in setting criteria and adoption of tender documents, presuming and creating unfair advantages and privileges for the winning society of procurement procedure, economic operator “Eurooco” sh.p.k.

The favourite of the winning society has continued even at the moment of contract binding, offering immediate advance at the cost of 50% of the contract, as well as during the implementation of the contract and its surplus.

The investigation results in that citizen Belinda Balluk, due to her public post as director General of Albcontrol s.a, in exchange for favouring society “Euroco” sh.k. In the above-mentioned procedure, it has requested and received irregular benefits, which, referring to the custom contract, is worth 145,000 (a hundred forty-five thousand) euros, consisting of real estate, namely, the villa with no. F6, in the tourist resort “White Rocks”, Gjileks, Shherme, Himarne municipality, Vlora District, with the development society “Euroocol” sh.k.

The irregular profit has been required during the development of this procurement procedure, where the society “Euroco” sh.p.k. turns out at the time. He had applied and was equipped with complex Development Line No. 2385/1 prot., dated 27.3.2015, approved by National Territorial Council decision No. 7, 7.3.2014, “for approval of complex development permits for tourist resorts in the village of Gjilek, Shherme, Himara municipality, Vlora District”.

To conceal this property as the product of criminal work, national Belinda Balluk has used national Igli Tare and her subordinate in Albcontrol sh.a., citizen J.B.

Thus, it turns out that citizen Belinda Balluk has carried out the extinguishing operation of order contract No. No. 650 koll., the date 5,12.2018, connected between the citizens Igli Tare and the owner of society “Eurooco” sh.p.k., citizens P.C.

Illegal acts in the form of cleaning up criminal products have been followed by citizens Belinda Balluk, Igli Tare and J. B, conducting the next extinguishable act, the lease contract (submission), the 25.5.2022, and the amendment of this contract, the 264,2024 date.

Investigations continue for full documentation of the facts, identification of other persons involved, as well as determining relevant criminal responsibilities.
