What documents are allowed voting? CEC Clears

This procedure under the CEC stipulates the organisation, functioning and responsibilities of the QNR during the management of election materials and the counting of votes.

The “Document regulates all phases of the process, ranging from acceptance of election materials from the Municipal Counting Centres, conditional voting, voting on persons with special needs and voting from outside Kosovo, to counting, verification, eventual recounting, coverage and publication of results”.

Also, the procedure defines rules for transparency, the presence of accredited observers, control of the process, handling complaints, disciplinary measures in case of violations, and final closure of the QNR after completing all electoral activities”, the report said.

At this meeting, the CEC made the decision that voters registered for voting in diplomatic representations outside Kosovo be allowed to vote with documents of the Republic of Kosovo's identification with the expired deadline of validity.

This CEC decision, according to the announcement, comes after the identity of several cases during the voting process in the diplomatic elections in the past election for the Kosovo Assembly, held on February 8th 2025 and December 27th 2025, have been recorded in cases of voters who have been submitted with expired identification documents.

After reporting on these cases, the CEC has made a decision to allow voting with expired identification documents.

“On the next point of the agenda, The CEC made its decision to approve the operational plan for election day, June 7th 2026. This plan defines organisation, co-ordination and responsibilities of officials engaged in managing the electoral process both at home and abroad. The document outlines activities related to the preparation and functioning of the polling Centres, distribution of election materials, institutional communication, reporting participation and preliminary results, as well as managing operational situations during election day”.

“Also, the plan envisions the functioning of operational rooms for co-ordination and support, co-operation with institutions responsible for security, electricity and technical support, as well as defines teams and officials responsible for informing voters, media communication, logistical support, intelligence technology, observer verification and other tasks needed to ensure an electoral process”, the report said.

Also, with the aim of informing about the conduct of the voting process for early elections for the Kosovo Assembly, The CEC approved the conference plan for Election Day on 6 June 2026 diplomatic representations and election day in Kosovo on 7 June 2026.

On June 6, 2026, for the voting process in diplomatic representations, the CEC will hold 3 conferences, at these times:

1. 09:00 First Conference: CEC announces beginning the voting process in diplomatic representations;
2. 2:00 p.m. Second conference: The CEC announces voter turnout and performance in diplomatic representations;
3. 8:00. CEC announces closure of voting on diplomatic representations in Europe; and
4. One o'clock media report: The outcome of the vote in diplomatic representations.

Meanwhile, on election day in Kosovo, June 7, 2026, The CEC will hold 5 regular conferences, at these times:

1. 8:00 p.m. First conference: CEC announces beginning voting process;
2. 11:30. The CEC announces voter turnout by 11:00 and the performance of the election process;
3. 15:30. The CEC announces the participation of citizens at the polls by 1500 and the performance of the election process by that time;
4. 19:30. The CEC announces the outcome of the voting process, its overall performance, the participation of citizens in the election, and the start of counting ballot; and
5. Fifth Conference: For the time of the fifth conference, for the publication of the general preliminary results of political subjects, the CEC will announce over time.
