My full word at the 63rd meeting of the LVVI General Council:

Honored Delegations of the General Council of Movement V DON'T!

The prestigious leading Arberie Nagavci, also head of the V Parliamentary Group At the Republic Palace,

Your Honored Head of Women for V I apologize if I have forgotten any other function there,

Honored Vice President of Movement V I'll be right back.

Honored Secretary General of Movement, Alym Rama, and Professional Committee Coordinator, Daytona Mihali,

Dear Uncle Avni will soon lead the next session I believe, this time of the eleventh legislature, and so on you too is becoming a term as Speaker of the Parliament, and people will start to say Dehari 3 maybe, in the summer of 2026,

MPs, ministers, deputy ministers, mayors, activists, supporters of our Republic's Movement and Citizens,

Fellows, sisters, brothers, ladies and gentlemen,

Thank you for your support and trust in us as Movement and in me as prime minister. Thank you for the nomination, which of course is an honor but also a great responsibility. It is a historic obligation that I have toward you, it is an obligation that we have toward our entire Albanian nation and our Republic. We will fulfill this task and no one can stop us because our eyes, ears, minds, hearts, are focused on our most subtle goal - the advancement of our nation.

Without your steady support and massFrom every village and every town and every neighborhood and every family, from within the country and from the diaspora, we could not overcome the great social and historical difficulties that have been presented to us in our past. But with your help, with cooperation, with genuine cooperation with all of you, with sacrifice and work, without ever getting tired, I am sure that we will overcome any obstacle to any challenge, including these challenges and these somewhat absurd difficulties that are being presented to us in the present and any obstacle and challenge that may not be lacking in the future.

We're in another campaign, on its doorstep formally, in another face-to-face with the past, which will never die without trying to catch our breath. But here we are, unbroken, stronger than ever, with clean hands and open-handedness.

Dear friends, today is May 9th. In the capitals of Europe, this day is celebrated as a day of peace and unity in victory against Nazifiscism. But for us, in Pristina, where we have gathered for the 63rd time at the LVV General Council, this day is not just a marked date on diplomacy calendars, it is a mirror of our will. There are two signs of this date: on the one hand, Europe and the other, war and victory against violent and antidemocratic politics, the policy of destruction and genocide representing Naziism. Europe for Kosovo is not just a station we want to reach, but a value we keep inside us and that we show by our political affairs and actions, as a party and as democratic governance. When we say Kosovo in Europe, we're not talking about any geographical shift, but about valid development; we're building Europe here, with justice, with work and dignity. Kosovo in Europe, because Europe is already in Kosovo. With the same value, we are also building our democracy, standing uncompetitive against the customeristic forms, the tribal and violent policies, the corruption, the crime, against false news, against the defeat and degradation of the state and public services, against all these phenomena that our people hate and will by no means allow to ever return. We are exactly 29 days from June 7th. So, tomorrow four weeks are new and extraordinary elections, which come less than five months after past elections where we scored 51% of the vote. And they came ten months after elections where we won 42% of the vote. From February to December, so last year, we grew 9%. And if we grow as much from December until June, then we can really touch 60%. If we work as we know, as the situation requires, with sincerity and dedication, that is certainly possible.

Every time they block us, we're growing up, and they're getting stronger responses from the people. However, I am of the opinion that as a state and as a society, as institutions of the system that should function democraticly and efficiently we did not need new elections so quickly. It seems that someone, perhaps some shadowy strategist who is behind the scenes, is thinking that elections are necessary. Maybe for someone, but not for the people and the state.

And that's because we have an opposition in front of us who realized he can't beat the people, so he chose to block the state. They think by blocking the president's election, they will block popular will. But life doesn't end with procedures, and people's will is alive. The will of Kosovo's Albanian people is not a constitutional article that anyone can abuse is the force of history that keeps us going.

Honored participants of the General Council of SEVENTION!

Our national poet, Naim Frasher, speaks of the candle that melts itself for light. So to make that light that enables us to see and know each other who really loves our country and our people, who just wants wealth and gain for themselves. The light is what makes the night us. And our light, the light of the V It comes from the simple truth that we do not belong to power, but power belongs to the people.

We are often accused of being “teoric”. But the state figures are the most stubborn poetry of our reality. Here's the figure: when we came to power, there were ten private customs terminals. Today all customs terminals are state. Well, such an actual figure, so simple and understandable, explains why they are snarled and do not accept anything but block. They used to come from private terminals, but today money goes to the one who works, and never to the one who steals.

Today we have an economy that produces value. Of the 7 billion euros that was Bruto Product when we took office, we're touching 12 billion now. This is not an increase in paper, it's an increase in bread tables, it's an increase in welfare and opportunity, it's an increase in investments and profits. Even before us, someone talked about growth, but it was a small increase for a few people; we made it an increase for everyone, an average of 6% of Bruto Product every year, and this year we'll also have about 4%, just like last year. Our figures are therefore the face of Kosovo's new dignity for Kosovo.

We raised the budget by 2/3. From 2.4 billion we found 4 billion euros. Those who once stole from asphalt to schools wonder how it can be done without stealing. The secret is simple and even public. Just working for your heart, not your pocket, brain planning, not your stomach.

We have increased the minimum wage from 130, 170 euros, respectively, to 425 euros as it currently is and 500 euros as it will be done on July 1st this year. The minimum salary is 500 euros. He who loves the people increases his income. He who loves his power steals it.

And not only is the minimum wage going to be $500, but it's also for the businesses, especially the small ones that want to grow, it's a tremendous contribution because the first 6 thousand euros will be vast.

We've hired over 80 thousand new citizens in the last five years. We have raised the employment from 350,000 to 430 employed citizens. Unemployment has dropped from over 25% to less than 11%. So five years ago, even more often than any fourth one was unemployed, and now we are talking even less frequently than any ninth person is unemployed. Five years ago, you could hardly find a family without someone unemployed, but now there is not enough two families to find someone unemployed.

Through the SU program PERPUNA, more than 23 thousand young men and women found their jobs, with the minimum wage guaranteed for six months by the state. We have doubled foreign exports and direct investments for investors so they come where there is hope, and Kosovo is the place of hope and profit. In American and European newspapers these past weeks, it is being written about Kosovo's successes in youth employment, especially the information and communication technology sector. Well, where doubt was previously seen, we planted faith and are reaping development!

For the first time in Kosovo's history, we have offered universal additions to over 400,000 children and about 80 thousand lecho mothers. Finally, additions for children grew up, and we didn't take the tax money to give to the rulers as it was done in the past, but we distributed it to children and mothers of all of Kosovo's people, because these children are the future, just as their families are today's economy and our development.

We raised pensions for all categories, indiscriminately. And for four years, six 13th pensions have been taken by our dear elderly.

We raised public sector salaries three times within the mandate. We did it free at all levels of master's Bachelor because the bright mind of our youth is the greatest wealth of the Republic. The investment in knowledge is the most strategic investment, and we did it without saving.

In health, the budget of essential drugs found 24m euros and tripled; and now we have over 100m euros. From “clinics after clinic” we went to “spital after hospital” in renovation, somewhere for reconstruction, but still all around modernisation. We're going to build specialist polylics in Drenas, Sharr, Year, Rahovec and Leposaviq, and what we've built in Podujevo is an example of what it's going to look like in these municipalities that I mentioned to the new policy in the service of citizens. And other polyliclinics of dentistry throughout the country. Because health is not a privilege but a fundamental right, and we are turning it into a conscious reality of the experience of living of our citizens!

In agriculture, 120 thousand farmers have received over 300m euros in grants and subsidies, and the laborable area has increased by 50%: around 80 thousand hectares have been worked at times, now there are about 120 thousand hectares. Our farmer now views the earth, not as a burden, but as an opportunity. We have subsidized the excise of oil and we are creating an agricultural security scheme from natural disasters because the solid village is the foundation of the state and the nation's progress. Because we have believed in an unknown principle for the opposition in Kosovo: wealth stems from not coming. So in order for the state to get rich, it's not to steal citizenship, and that's exactly what we've done so well, and we're going to have to continue for many years to come.

In security, Kosovo is no longer vulnerable as it once was. We tripled the army's budget, arms and ammunition purchases more than doubled. We have doubled the number of soldiers with 2271 new recruits for the Kosovo Security Force, raised the age of recruiting from 23 to 25, and removed the 5 thousand-member ceiling. In the next mandate, we will allocate over 1 billion euros to the Kosovo Security Force. You once knew we were threatened by gangs today and the law is in the hands of the police and our army.

In the north of our Republic, order and law are not rare guests, but are houseowners. There are no more so-called “Civil Protection” and “North Brigade”, there are Kosovo Police. They can do what they're making posts from Kraleva in Serbia, and it's a real shame that our northern neighbour protects, protects and finances these terrorists, including Milan Radojic, the chief criminal of the terrorist attack on Banjsk. However, with or without Serbia's defence, those in Kosovo have been arrested and destroyed. Kosovo police seized 165 weapons and weapons systems from terrorists, as well as 63.083 ammunition, including grenades, mines, explosives and shells. In addition, in 2021-2026, in northern Kosovo our police seized 611 more weapons and 17.765 ammunition. So, if you gather these, it turns out that seized arsenals have been enough for many hundreds of terrorists who would have abundant weapons and ammunition to make trouble and instability in Kosovo. We can say, based on these figures, that through our good governance public order institutions in our country have prevented a new war, which they have planned and targeted those who hate the strengthening of Kosovo, those who openly engage in any means against stability, security and peace in Kosovo, against the Kosovo government, which is constantly showing that they want the rule of V. I'm sorry.

In the north of the country, which represents close to one sixth of the territory, there are no more barricades and parallel structures, there are no more capades, perpetrators and smugglers, there are no more customs stations burning, but there are limits that are protected and protected, there is order and public calm. Well, state sovereignty is not measured by TV statements in Pristina, but by the safety of the citizen in Leposaviq, Zubin Potok, Zvecan, Mitrovica. We have extended rule of law, we have extended our country throughout the territory of the Republic, because we loved the Republic more than our comfort. In the north, where there were no police station before 2021, today we have nine stations around the border guaranteeing the sovereignty of the Republic in every corner of the territory. Our hero, Sergeant Africa Bulnjak, gave his life for state sovereignty, territorial integrity. Glory to Africa Bounjak! And glory to every soldier and cop who guards our territory and our people!

Dear activists, the opposition is seeking power by blocking progress. That's like asking you to be captain of the ship by drilling through it. They refused to vote during 2025, Parliament Speaker Albulen Haxhiu. They refused to vote for Glauk Konjufka, the second most voted man in Kosovo's history. Of course, to me they always refuse, they don't want to look at me and go on television and say how I should be eliminated by any means. They refused to vote, as you know, for even 1.1 billion euros international agreements and led the country to those previous elections. They refused the budget. They refused pension increases. Now we lose tens of millions of international community support, in addition to the more than 10 million for organising these elections. The question is: Why? My powerful conviction is that their attitudes come from fear. Their fear of our victory is greater than their love for the land. They fear us and hate us much, rather than the homeland of the Republic of Kosovo. Only because we refused to accept oligarchs' markets, customs terminals and ambassadors' posts, they all joined us against the PDK, the LDK, the AAK and the Serbian List, not to build the state, but to turn it into a private enrichment source. Against this face of darkness, we, by the light of Naim, or even by the light of Socrates, say to the people: There's no turning back, there's only moving forward!

You've heard countless times say: “Kurti is isolating Kosovo”. I answered: Kosovo has never been more present and welcome to world Chancellors than it is now. Dignified with dignity at higher levels than any other time, while we are on a good track even with non-recognitional countries, but also for European and Euro-Atlantic integrations. If you really want to find any isolation, well, we're isolated from corruption. We're isolated from the night shopping, yeah. We've been isolated from organized crime, yes. But we are open to values. We are open to dignity. We are open to work and co-operation, and even the opposition requested co-operation for the president, but they offered no name. Or even when they spoke of a name, they offered no signature. Or when they even showed him some signatures, they were not signatures for any name. Our opening they responded with a lock-up. That's why they're called the opposition block.

In other words, honoured delegates to the Council of General Vetevendosje Movement, the opposition blocks because we already have an opposition bloc. It's in their cell block. You see how they support each other, they help each other, and how quickly they fight back. V And our government. In 2025 they said we don't love Albulena! A supercreative act of the Constitutional Court came that said Albulen has the right to be proposed three times. Instead of Albulena, we took the chairman of the Guxo Party, who is also our coalition partner, Donica Grovall. They said we don't want Donika. After Donika, Finance Minister Iron Mrat. They said, "We don't want the minister, nor do we want Finance Minister Iron Murati. After Iron Murat came former Minister of Education, Science, Tekonology and Innovation, now chairman of our Parliamentary Group, Arberie Nagavci. They said, "We don't even want Amberie Nagavz. In the end, they voted in Arbury's proposal, which they did not want, Dimal Basha, as you know. And when it came to the Government, they said that Albin came into consideration. But where is Glauk Konjufca a candidate for prime minister? They said, "We do not love Glauk.' And we went to the elections.

This year they wanted no consensus proposal for president of the republic. And what we did, less than 30 hours before midnight between March 5th and 6th, proposed Glauk Konjufka, with over 318 thousand votes. If we don't have consensus on anybody, then we're presenting what has the most popular support, because finally that's what democracy means, that's what elections mean. And, Glauk's counter-Candidate, less than three hours before midnight between March 5th and 6th, was our honoured deputy, Dr. Fatmire Mulhram-Kollcak. They said, "We don't love these people.

By presidential decree, all MPs were told to go home when only two and a half months had been held. We won an extra five weeks and tried everything we know. The Democratic League of Kosovo we said come to co-governance: the deputy prime minister and four ministries, which is double what the Guxo Party has. They said no. Then even the Democratic League of Kosovo and the Democratic Party of Kosovo were told because you have a lot of trouble that we are taking the three top state positions, let's make a parade in the Parliament's leadership, where you take the Speaker of the Parliament, and our head becomes the deputy chairman and your deputy head, or even the party chairman, let him become chairman, is their case. First, the LDK said no. PDK, too, no. And when that didn't work out, we said they pulled Glauk and Fatmir, if you bring us three names, because the PDK with 22 deputies and the LDK with 15 deputies should get together to propose a single name, and we told you that when you get together you can propose only one name, you propose three names and we guarantee that one of them is elected. And do you know how we guarantee it? We told them we guarantee it because first we give them the signatures so they can qualify for application, and finally we'll make sure one of them is out! No answer from them. And when they give answers: jams, rejections. Three candidates PDK and LDK, which only have 37 signatures at best, have been able to propose to us while they need 90 signatures. But those with 37 candidates, in the best case, and we as a majority of 66 candidates would arrive at over 100 signatures, so 90 would be safe! Imagine the Republic Assembly session where one of the three candidates proposed by the opposition must be voted in, which, otherwise when combined, we put the other subject here. The AAK, PDK, LDK, AAK all three together have 43 deputies, at 57! They don't do everything together. It's all about doing another third of them. And we told you to propose three candidates, we choose one, they said, "No!"

The Democratic Party of Kosovo is located within the family of liberal European parties “Rene Europe”, “Renew Europe”, so it's called the family of liberal parties in Europe, where it belongs PDK. The Democratic League of Kosovo was part of the European family of rightist parties called “The European People's Party”. Let the PDK and LDK go to question their ideological European families, what they think about the offer of Prime Minister and Chairman Kurti from Movement V. To co-government and division of power in the democratic state?

But they can't do that, because it's abdured their refusal of our proposals. The small size they're falling into, not accepting our genomic offers, shows that the situation is irrational, but we're the winning and rational subject, while the impasse is blocking losers and irrational.

Dear delegates, activists, they are blocking but we will continue. The Republic of Kosovo has leaders of President Albulen Haxhiu's office. There's prime minister in office, me. There's Government on duty, all these deputy ministers and ministers. What the Republic of Kosovo does is Parliament. The opposition has a scene of parliament, that it is not in Government, it has therefore deprived itself of its scene. Therefore, our country will continue with good and good works. This jam isn't just blocking us first of all is the deadlock that they do to themselves. And after the elections we will again seek co-operation for a non-party president, for a new president outside the current political scene, with integrity and competence, with value and professional and national merits. And they know that this offer of ours is an expression of our opening which is typical of a democratic subject. But what they may know, and they do well to know, and the people know the truth. It's futile that they try to cover the truth with lies, sophysema, with fake Narrathia repeating it in their own private media. A prominent thinker said that the “truth does not need the majority to remain true, but most need the truth to remain free”. And in Kosovo most know the truth very well and it is free. And from this freedom the people, most voters who know the truth have June 7th. That truth will return to the vote once more. Once again V It'll be first, one more time. It will move forward, larger than second and third together. Once again we will call for the opposition to become constructive for our state and people. They want to wear us out, but we can't tire out because our mission is much more important than any of their games.

The next mandate is not just continuation, it is acceleration.

1. Employment: We won't stop until we reach 500,000 employees. This means that every family in Kosovo will have at least two members employed with dignified salaries.

2. Investments: 1 billion euros annually, capital expenditures. We're going to finish highways that remained hostage to old corruption and fraught drilling, we're going to build healing hospitals and schools that educate for the 21st century.

3. Even for our army, 1 billion euros in investments.

4. Even for our producers, 1 billion euros will be distributed for new technology and manufacturing machinery.

5. Man: You know, our biggest department is abroad. Mrrgata is not the Kosovo ATM, it is her heart. In the new mandate, we will integrate their capital and knowledge directly into our economic engine.

6. Right: Self will be accomplished. The Bureau for Confiscating Illegal and Inexcusable Riches will be functional. We will not allow courts to be a refuge of crime, but they will certainly become a temple of justice.

We will complete the Pristina Railway, we will build the Pristina highway, Djilani Street, 5 new dams for water and energy. We will turn Brezovica into jewels of winter tourism with half a billion euros in investment. We will bring Kosovo's digital currency, set up the ICT Tower, and offer public transportation “Anebane” with 10 euros per month for integrated ticket.

We are not expecting the future, building it with solid foundations and clean hands!

The 2030 Mediterranean Games, the Opera and Ballet Theatre, the Museum of Contemporary Art, the ammunition factory and the drones “Made in Kosova” These are not dreams but concrete projects that have already started. We are not ambitious for ourselves because we are young; we are young because we are ambitious for the state!

Dear activists,

In the weeks to come, you will be our voice. You will be the spirit of Movement. Remember: we don't need purchased votes because we have minds and hearts set on the Albanian national issue and the democratic Republic of Kosovo. We have to work hard, but my message for every activist is what we always say: not just hard work, but work for many. Spread the task. Engage your neighbor, friend, family. The more people involved, the easier, the bigger, the deeper and the more clean the victory.

The others' threshold is 5%. Our threshold last year was 50% of this time getting even higher, 60%. Our beloved Kosovo is small to separate and sell, but it is great to strengthen and grow up. On June 7th, we do not vote for the party alone. We vote to decide whether we want to go back to the dark of extortion, or move forward in light of development.

Courage is not a lack of fear, but judgment that something else is far more important than fear. And for us, the Republic, democracy, sovereignty, dignity, independence, the welfare of progress are more important than anything. This gives us courage beyond fear beyond fear. That makes us stop.

On June 7th, let's get together. For our parents who deserve old age with dignity. For our youth who deserves the future in their homeland. For our Kosovo, which deserves to be free, independent and developed. Our government is democratic, Kosovo will also have the president of unity in accordance with our spirit, which was recently expressed in the Republic Assembly, respectively at the final session of the 10th legislature, when Glauk Konjufca and Fatmire Mulhrama-Kolcak withdrew, voluntarily, and proposed civil society leader Dr. Feride Rushiti for presidentship of the republic, but again, as we are taught by the country: we propose, they refuse! But on June 7th this will happen in a different way, we we we who propose win, those who refuse end.

Because we know what we want: free people, strong state, winning Kosovo! And we'll make it. Because when the V The old blockades tremble until they collapse. When the people are united, there is no barrier to them.

And on June 7th, the victory will not be mine, but every mother who receives the supplement, every worker who sees the adult salary, every student who studies for free, every soldier who guards the border, every farmer who cultivates the land, every cop who guarantees security, every exile who comes back and feels proud.

Together, without stop, heart, and mind, for grand victory

We don't let go! For Kosovo and all, not leaving behind!

With work and honor, with knowledge and courage. To victory! Vetevendosje!

Thank you so much for your attention, participation, and massive and ongoing support!
