Ismail Dibran: 300 prisoners from Denmark are expected to arrive in April 2027

Director Dibrani also said the Kosovo Correcting Service does not recommend such agreements as this with the Danish state where Denmark's prisoners will be transferred to the Gjilan prison.

According to him, as Denmark's prisoners arrived in Gjilan, the Danish home order should be implemented in that correctional centre.

As we speak, there is a detention centre and it will be turned into a correctional centre, and as a result, it must be adjusted to Danish house rules and order because the Danish domestic order will be implemented in Gjilan, regardless of whether it will be a co-governance because the governor will be Danish and the director will be Albanian, the uniformly reformed staff will be Kosovo- so this whole procedure is in Danish terms. Workers will be built to allow prisoners to be employed there, and the prison will be renovated and we are hoping April 2027 will be the month the first prisoners will be admitted to Gjilan, in case it only goes according to predictions and plans we have jointly drafted...”, Debrani said.

Also, Debrani indicated that about 300 prisoners will come to Kosovo from Denmark, and since this state has one of the best correctional systems in the world, he expects their good practices to be implemented in Kosovo as well.

“300 prisoners are expected to come to Kosovo, but as you know, the Danish state, as you know, is known to have one of the most advanced prison systems. I'm hoping that this agreement has only begun the first training, the best practices of the Danish system to implement in our prisons”, Debrani stressed.

On the other hand, Dibrani announced that Kosovo remains the only member state in the European Union of Prisons, despite being a member state in the Council of Europe.

“We are the only state member of the European Penitentiary Network, without the Council of Europe's Kosovo member, even though the main criterion is that a state to be a member of the European Network of Prisons is to be a member of the Council of Europe.
