The government's"Formation developed without transparency, opposition with minimal activity at the session for government vote"

Kosovo's Institute for Justice (IKD) has estimated that the process of forming the Government in X Legislature has been characterised by a serious lack of transparency and limited parliamentary debate.
High Researcher of IKD, Naim Jakaj, said MPs and public opinion had no preliminary information on the composition of the government cabinet and on expanding the number of ministries.
“Government formation process was characterised by a serious lack of transparency. MPs and public opinion had no preliminary information on the makeup of the cabinet, while expanding it was done without clear reasoning. Moreover, expanding the cabinet was done without any functional, financial or administrative analysis”, Jakaj has declared.
He said that instead of a full governing programme, the Assembly was faced only with a brief exhibition.
The “instead of a comprehensive governing programme, a brief exhibition was presented, seriously limiting the possibility for debate and accountability to a key moment for the country”, he said.
According to Jakaj, even the opposition failed to play the role it belongs to in a parliamentary democracy.
At the session for the government's vote, it was enough with minimal presence and symbolic statements, leaving without addressing important issues that directly affect the lives of citizens”, he said.
