“The government is taking the competencies from the municipalities”, Ibrahim: Conscription in municipality is under central level control

Sazan Ibrahimi from the Kosovo Commission Association, on the FIVE show at RTV Dukagujni, has talked about a regulation that is opposing association, Periscopi broadcast.
He has said it is about centralising many competencies from the central level in relation to municipalities.
“Now recruiting public officials to the local level will be made from the central level through digital systems. At the beginning of this year, even market inspectors were taken from the central level, and this is being seen as a tendency to centralise many competencies and responsibilities, which are local-level”, he has said.
He's also told which officials it's about.
“There are currently mayors who will announce positions for chiefs of sectors, while recruiting will run from the central level, respectively, from the division that handles these processes. In the past it was that part of the recruiting was carried out at the central level and the rest at the local level, but now with this new regulation almost all competencies go to the central level of”, he said.
Ibrahim, referring to the Constitution, has said that two levels of governance are recognised in the country and that according to it the central level is good to focus on its central competencies and to leave the competencies belonging to the local level according to the country's laws and Constitution.
