Dibran: There are times when mentally challenged people are sent to corrective institutions by court ruling

Ismail Debrani, director of the Kosovo Correcting Service, has said there are cases where people with mental problems, with the court's decision, are addressed in corrective institutions until conditions are created in the departments of the University Clinical Centre of Kosovo (QKUK).
According to Debran, handling these cases is an extraordinary challenge, especially because of lack of professional staff.
Of course, it's a tremendous challenge to deal with cases which, in most cases, are issued mandatory treatment commitments in cases where there is a shortage of space for us judges to force these people to create space, until the establishment of beds there, these persons are held in prisons. And which is, of course, difficult because there are no experts who would handle these cases because the very release of a mandatory treatment act means that these should be subjected to an examination by field experts and not by doctors who operate in hospitals under prisons”, Debrani is expressed in an interview for “Betim for Justice“.
According to him, the number of such cases could be 10.
There are frequent cases, there have been dozens in the past, but less than 10 cases can be”, Debrani added.
The director also referred to figures of sensitive categories such as minors and women found in corrective institutions.
We have over 60 minors... which almost has daily activities and we have tremendous support from many different organizations and donors. Likewise, the correcting center for women who never differ from 40 to 50 has been in years since those figures. For now, they're an example of good operation”, Debrani concluded. /Periscope
