VV proposed three names for CEC, Calcolly: It seems to be an attempt to prevent functionality

KDI's Eugen Cakoli has estimated that the proposal of three candidates from the Vetevendosje Movement for the new composition of the Central Election Commission is a stupid and long-expounded debate. Chocolate through a post on social Facebook has shown what Kosovo's model applies to the CEC.
The proposal of the three candidates from the LVV for the composition of the CEC makes a long-executed issue, both constitutional and practical, in the debate. Furthermore, this seems to be an attempt to prevent full functionality, or to create grounds for contesting the new composition of the CEC right on the eve of a real choice for”.
Currently, in terms of the composition of the CEC, the model Kosovo applies is strict, not proportional, meaning that parliamentary groups rightly propose by a member, regardless of political power or the number of MPs. Even in situations where the number of parliamentary groups is smaller, it does not move into proportional divisions, because the formula remains the same and must be implemented consistently. This sweeping model is designed precisely to ensure that no majority, regardless of the election results, should have control over an institution that should remain impartial”, he wrote, Periscope reported.
According to him, this issue was handled earlier by the Constitutional Court, in at least two cases for very similar situations, where the implementation of the strict model of representation in the composition of the CEC has been confirmed.
“Madje, the 2021 case is particularly illustrative, when LVV had over 50% of the vote, but the proposal for only two members was right. Even in the current context, separation is clear: LVV must have two members, The PDK also two, while the LDK and AAK by a member” have cleared up from Calcoli.
Cakolli has asked Kosovo President Vjosa Osmani to ask for LVVV t dealt with two candidates for members of the CEC.
Therefore, it is important that President Vjosa Osmani, in the remaining days of its mandate, allow no room for uncertainty or deviation from this framework. It should either request LVV to propose two candidates in accordance with the legal formula, or proceed with the appointment of two of the three names proposed, according to the discretion the law recognises.

The proposal of the three candidates from LVV for the composition of the CEC in vain turns a matter that has long been clarified, both on constitutional and in practice. Furthermore, this seems to be an attempt to prevent full functionality, or to create grounds for contesting the new composition of the CEC right on the eve of a real choice.
Now, as for the composition of the CEC, the model Kosovo applies is strict, not proportional, meaning that parliamentary groups rightly propose by a member, regardless of political power or the number of MPs. Periscope during Wednesday's day had reported that the Vetevendosje Movement (LVV), the Democratic Party of Kosovo (PDK), the Democratic League of Kosovo (LDK) and the Alliance for the Future of Kosovo (AAK) have submitted to Kosovo President Vjosa Osmani, proposals for their members at the Central Election Commission (KQZ).
Periscopi has learned the new names proposed for members of the CEC.
According to sources from the Vetevendosje (LVV) Movement, Alban Krasniqi, Violet Salihu and Nyazi Isaac épa Isaac are the names proposed by this party for the new composition of the CEC.
The country's second Democratic Party of Kosovo (PDK) has nominated two names for representatives in the CEC. From the PDK, they have indicated that Rashit Qalaj and Ilir Gashi are their proposals.
The other two parties -- the Democratic League of Kosovo (LDK) and the Alliance for the Future of Kosovo (AAK) -- have proposed the same names, from the previous mandate: Sami Hamiti and Muharrem Nitay.
These are the names proposed by LVV, PDK, LDK and AAK for CEC members
