The special removes the restrictions of visits on Thaci to a person, leaves it in place for the other 10

In Kosovo Specialised Chambers ( The DPS) in The Hague is set to have one of the 11 persons banned from unbounded visits to former President Hashim Thaci removed the measure. While restrictions on other visitors remain in force. This was decided by the only judge in the court case against Hashim Thaci, the Smajt Union, [...]
This was decided by the only judge in the court case against Hashim Thaci, the Smajt Union, Isni Kilajt, Fadil Fazlius and Hajredin Kuci on 16 January 2026, but that was made public two months later, exactly on March 16, 2026, reports the “Bettim for Justice “.
The person whose restrictions were lifted had previously been able to visit Thaci but under strict monitoring.
Under the decision, Thaci's defence argued that restrictions are no longer necessary or proportional. She stressed that the phase of presenting evidence in the war crimes case has ended and that it has subsequently changed circumstances that visitors are threatened to be moved to influence witness testimony in the matter.
The defence also stressed that since the establishment of restrictions in December 2023 no incidents have been reported during visits to detention, and Thaci has respected all established conditions.
Thaci's “Protection argues that any possible risk for future publishing confidential information or for preventing the performance of specialised chamber procedures “is almost in existence as long as Mr. Thaci remains banned under the strict regime imposed by the Judicial Chamber II”, the decision said.
According to the ruling, the only Judge Christoph Gosnell has said that this person whose name is edited, unlike other people who, among many restrictions, have been denied visits, has participated in actively monitored visits with Thaci following the events that constitute the object of the case.
This person is said to have participated in no less than seven such visits, without any attempts by the recorder to communicate confidential information.
Moreover, the transcript of a non-privileged visit during which Mr. Thaci is found allegedly revealing confidential information does not show any intention on the part of [the] REDAKUED] to take any step on the basis of this confidential information, nor any incentive on his part to reveal”, the decision says.
However, the judge estimated that for most limited visitors, the ban on non-privileged visits remains necessary and proportional. According to the decision, these persons were present or involved in visits that allegedly shared confidential information about witnesses or gave instructions regarding the evidence.
The court stressed that restrictions aim to prevent further detection of confidential information and to protect witness safety as well as the integrity of the judicial process.
In conclusion, the Special decided to immediately lift the ban on non-privileged visits for this person, while the ban on ten other visitors remains in effect.
The judge also stressed that these measures will be revised again at a later phase of the judicial process or if new circumstances can be presented that could affect detention conditions.
The Specialised Prosecutor's Office (ZPS) has wrapped up presenting its evidence in the court case to Hashim Thaci, the Smajt Union, Isni Kilajt, Fadil Fazliu and Hajredin Kuci in the case regarding justice management.
Otherwise, the only judge in this court case, Christoph Gosnell, has set March 23rd 2026 as the date the defence could hand over motions to drop the charges. While her responses should be handed over by March 25, 2026.

And if so, April 7th has been set as the date for the entry statements of the defence, which will then be heard by their witnesses, this process scheduled to last until April 24, 2026.
