A case that raises serious questions about the functioning of public institutions in Kosovo relates to the possible return of Bislim Bislim to the head of the State Agency of the Archives of Kosovo, despite having received convictions for misuse of official office and is subject to treatment by competent organs.
According to sources within the Anti-Corruption Agency, Bislimi, currently Secretary General, is expected to return to the position of the Executive Director of Archives, which he had exercised for about two years earlier, which is associated with allegations of suspicious management of projects and public funds.

Archives official John Gegaj, in an official letter to the relevant institutions and minister, has reported serious legal violations, including manipulation of procurement processes, influence in commissions and favouring certain companies.
According to him, after reporting to the Agency for Prevention of Corruption and the Kosovo Police, he has faced punitive measures. Under the direct order of Bislim, the Disciplinary Commission has made a decision to suspend him from work -- a move that raises doubts of institutional retaliation against the signals.
I have informed the bodies responsible for investigating corruption... of direct involvement in suspicious processes and abuse of public money”, the document says.
According to Gegate, the response has been immediate and direct by the denounciated himself.
After signaling... Bislem Bislimi gives the Disciplinary Commission orders for immediate action against me... and makes a decision on suspension from duty without any relevant evidence”.
He stresses that rather than investigating the claims, the person who raised them has been punished.
“instead of acting on arcidted persons... The person who signals denouncing and denouncing abusive cases” is hit.
The letter claims a complete check on the processes inside the archives, from procurement to competitions.
“Bislim Bislimi in co-ordination with the Mekij Hope and Bekim Aliu control everything in the Kosovo Archive, from digitisation to competitions. The contract has been three years old, while only one and a half years later they give 30% additional jobs... without real urgency of”.
According to him, pressure has been exerted on staff to raise labor rates outside any standard.
“The officials have been forced to work from 700 to 1,200 documents a day... outside each rating, in order for the company to complete the tender faster”.
He claims it was done for direct financial benefits.
So that the company doesn't pay workers and take advantage of the early completion of the” contract.
At the end of the letter, Gegaj calls on the minister to intervene and stop, as he calls it, injustice.
“I hope you can stop revenge against integrity officials... and bring down once and for all the evil that has plagued this institution. Its recovery seriously hits anti-corruption efforts and sends a message that the signals are not protected”.
In the document provided by the Agency for Prevention of Corruption, however, it is clear that any action aimed at preventing reporting or punishing signals is illegal and punishable.
The law also envisions that the beacon is not obliged to prove the authenticity of the reported information, protecting it from pressure and punishment.
Despite these developments and the fact that the case is being addressed by investigative bodies, sources show that efforts are being made to restore Bislim to the Archive, to continue the launched projects, including those of digitalisation and other capital investments.
The denouncing also mentions the alleged concrete cases, such as providing additional jobs worth 30% of the contract for a designated company, early completion of projects to increase benefits, as well as impacts on competitions and appointments within the institution.

Any harmful action against the beacon is invalid.
Also according to Article 9, paragraph 1:
“Any action or failure aimed at preventing reporting or declaring in public interest is invalid and any responsible official or any other person in relevant cases is prosecuted according to Kosovo criminal provisions”.
Article 3 paragraph 9: The signaler is not obliged to prove the confidence and authenticity of the signaled information.
So in the end, the Agency for Prevention of Corruption recognizes the status of John Gegaj's beacon for the situation.
The Corruption Prevention Agency, with deep concern, has accepted your announcement and quick response to sending John Gegaj's disciplinary commission to the case.
Through this email we call upon you to reflect on legal provisions and eliminate any harmful actions against the beacons by not interfering with competent organs for handling the claims.

The claims, such as these already in 26.12.2025, have been forwarded to the Kosovo Police, respectively, to the Directorate for Economic Crime and Corruption Investigation.

According to Article 22 of the above law mentioned: The signaler is protected by any harmful act taken against him by the employer because of signalling in accordance with the provisions of this law, including but without limit to:
1.1. fired;
1.2. suspending work or one or more tasks;
1.3. Transfer either outside the public institution or private subject without his consent;
1.4. Landing in position;
1.5. Pay reduction;
1.6. Loss of status and privileges;
1.7. Failure to rise;
1.8. Removing the right to participate in training;
1st. Negative assessments in the labour relationship;

In terms of the established situation and in order to inform you, the Agency for Prevention of Corruption reports as follows:
Law with No. 06/L-085 for Signal Protection has determined:
Article 3, point 1.1. Signals every person who reports or discloses information about a threat or a violation of public interest in the context of his public or private working relationship.
Article 18, paragraph 1, point 1.1: The signaler can make external signals as it has carried out internal or direct external signaling, in cases where:
1.1. The signal is about the employer's manager;
Official John Gegaj has signaled some similar claims during the month of December 2025, near the Agency for Prevention of Corruption.
Article 18, paragraph 3: The Anti-Corruption Agency examines cases of signalling falling in its scope.
If the Anti-Corruption Agency has no authority to act, it extends information to the competent authority without delay and informs the signal of such action. /gazetamtro.net
