According to the KOMF, the case is alarming because the family had been known for four years as they estimate that this case witnessed the failure of institutions in protecting children and raised serious concerns about the timely response and functioning of institutional mechanisms for their protection, Dukaj reports.
In addition, the KMF requires a full institutional investigation, including the entire chain of institutions involved in the case, as well as taking necessary measures in line with the findings, to ensure accountability and institutional responsibility.
This case, according to the KSF, confirms the urgent need for drastic reforms and immediate investments in the social protection system. The coalition requires empowering capacities through the increasing number of social workers and other professional profiles in the Centres for Social Work, so that no case remains without proper treatment.
“According to institutions' data, this family was the case known for institutions for four years. This case, once again, demonstrates the failure of institutions in child protection and raises serious concerns about the functioning and timely response of institutional mechanisms for their protection. The state has legal obligation to be the child's first shield when the family fails. The KOMF requires full institutional investigation, including the investigation into the entire chain of institutions involved in the case and the taking of compliance with the findings, ensuring accountability and institutional responsibility. This new case confirms the urgent need for radical reforms and immediate investments in the social protection system. The KMF requires strengthening capacities through increased numbers of social employees and other professional profiles at the Social Work Centres, so that no case remains without proper treatment” reported in the KMF report.
On the other hand, the KMF calls on each citizen not to remain indifferent and immediately report any suspicion of violence, neglect or mistreatment to the Kosovo Police or the Centres for Social Affairs, stressing that reporting in time may become the only limit that separates life from death for a child at risk.
