Blendy Haysa, director of the GAP Institute, says an more adequate intervention would be the implementation of such a move for all employees in the lower-wage economy.
According to him, recent studies in Kosovo show that workers in the public sector are paid about 31 percent more per hour of work than those in the private sector.
The following has been criticism that public administration in us is overloaded with the number of employees, which has not even been addressed by the Kurti Government. Therefore, even the inflation problem in recent months turns out to have far more impact on private sector employees. A much more adequate intervention than this, since the government has already decided to implement such a move, it would be to help all employees in the lower wages economy. It includes private sector and public sector employees”, Haysa has said.
Even the chairman of Kosovo's Independent Private Sector Union (SPSPK), Yusuf Azemi, says private sector workers, should be involved in this decision as the filler of the state ark.
We are the employees we produce, while public sector workers are the ones who spend. And no irony: we enjoy the 13th salary for these workers, but we have tremendous pressures from private sector workers: why do they receive and we don't?

And Finance Minister Iron Murati, at the Government's meeting on Monday, where he announced that March 31st the 13th salary for public sector employees would be executed has also shown the way it is implemented.
We've encountered cases where there are situations that haven't fulfilled all 12 months, we've agreed with the Treasury that for those people who haven't fulfilled 12 months complete to be given part of it. For as many months as they have been engaged in these past 12 months, a proportionally part of the thirteenth salary is given. It is similar with those who work part - time and full - time”, Murati said.
And at the beginning of the Government meeting, Prime Minister Albin Kurti has said they are in preparation for a package against inflation, which will also be put to the aid of private sector workers.
The 13th public sector salary was promised by Prime Minister Albin Kurti during the campaign for the December 28th 2025 elections and is included in the 2026 budget.
