Sergei Troppin served as deputy minister of justice from February 1996 to March 1997 under the direction of President Boris Jelcen, who in May 1996 gave him the highest rank of State Justice Adviser, First Class.

Even in January, former Deputy Labour Minister Alexei Sklyar was found in Moscow, which, according to T The USS, he committed suicide. Before his death, the former official left a message on the telegram channel in which he blamed his wife for the incident.

In total, since the beginning of the entire invasion of Ukraine from Russia, more than 20 civil servants have died under strange circumstances. In the first half of 2025, official deaths were recorded each month. These include the deputy head of Vladivostok administration, Konstantin Klyuev, who was found dead in Thailand, Yevgeny Golovaty, deputy head of the department <x0P” of the Ministry of Internal Affairs, who committed gun suicide, Vladimir Anayev, deputy chairman of the region's Arkangelsk administration, who died while playing hockey and Igor Rosenev, deputy chairman of the Krasnoysk Federal Prison Service, who committed suicide.
