The Assembly of the Republic of Kosovo met today in an extraordinary plenary session, led by President Albulen Haxhiu, at the invitation of 40 signatories.

At the beginning of the session, President Haxhiu announced that President Vjosa Osmani has taken legal steps to replace MPs who have become part of the government cabinet. This case was sworn in by 18 new deputies, who officially received the mandate in the tenth legislature.

During the session, at the request of AAK Parliamentary Group Chairman Besnik Tahiri, it was voted that the review of the Proposal Resolution for Specialised Chambers and the Office of Specialised Prosecutor in The Hague pass as the first point of the agenda. Following the adoption of a departure from the regulation, the Parliament, with 90 votes for, one against and no abstention, approved the resolution submitted by the MP PDK progress, Gruda.

The resolution calls for the Specialised Chambers and the Specialised Prosecutor's Office to ensure the exact implementation of Kosovo's laws and Constitution, as well as international standards for a fair and impartial judicial process. It also highlights the necessity of protecting Hashim Thaci's fundamental rights and freedoms, Kadri Veselin, Jakup Krasniqi, Rexhep Selimi and others, in line with the European Court of Human Rights's jurisdiction.

During the debate, LDK Parliamentary Group head Jehona Lushaku proposed adding a point to the text of the resolution, but the proposal did not get the support needed even to vote.

The LDK did not vote at all for Resolution, while the only one who voted against was VV deputy Fatos Geci.

The session followed with the adoption of the Government's proposal for extending the Law's implementation of last year's budgetary divisions even for March 2026, aimed at avoiding obstacles to the payment process until the new budget is approved.

In the end, the Assembly approved the composition of 16 parliamentary commissions for the tenth legislature, with members proposed by parliamentary groups, according to the agreed division in the Parliament's Headship.

Led by President Albulen Haxhiu, the Parliament of the Republic of Kosovo gathered today at the extraordinary plenary session, invited by 40 signatories.
Mayor Haxhiu announced that the country's president, Vjosa Osmani, has taken legal steps to replace MPs who are already part of the government cabinet. On this occasion the oath of 18 new deputies was taken: Bajram Mavriqi, Luan Aliu, Driton Hyseni, Enver Dugolli, Ejup Ahmeti, Avdullah Klinkaku, Mytaher Haskuka, Bylbyl Sokoli, Ilir Kuriki, Mimoza Shala, Egzon Azemi, Fahrush Rexhepi, Arijeta Rexhepi, Shqipire Isufi,ferita Hajrizi, Fridon Lala, Lazarulov and Bahrim Shaban.
The Assembly session continued at the request of AAK's GP chairman, Besnik Tahiri, that the third point of the agenda, the review of the Resolution Proposal for Specialised Chambers and the Office of Specialised Prosecutor in The Hague, be released as the first point of the agenda, respectively.
After receiving support from this proposal and after voting for avoidance from the regulation, the Parliament, with 90 votes for, one against and no abstention, adopted the resolution submitted by MP Gruda (PDK), through which it is required of the Specialised Chambers and Prosecutor's Office Specialised in The Hague that, in exercising their positions, ensure precise implementation of Kosovo's laws and constitutions, which contains the best international standards, in terms of a fair and impartial judicial process, also respecting principles of transparency, accountability and confidence in the public.
Among other things, it is also required that the exact implementation of constitutional and international standards be implemented in terms of protecting Hashim Thaci's fundamental rights and freedoms, Kadri Veselini, Jakup Krasniqi, Rexhep Selimi and others, including obligations stemming from the European Court for Human Rights's jurisdiction.
In presenting the contents of this resolution, MP Gruda potentiali that the resolution was drafted by independent experts, adding that it is up to the Kosovo Assembly to take a position regarding the ongoing judicial process at The Hague.
LDK GP Chairman Jehona Lusaku proposed the introduction of an additional clause in the text of the resolution, but which did not get support for becoming part of the resolution.
The session continued with the adoption of the Kosovo Republic Government's proposal for authorisation of the extension for implementation of the Law for last year's budgetary divisions, even for March 2026.
At today's Parliament session, the Assembly approved the composition of 16 parliamentary commissions, as much as there will be in this legislature, with members proposed by parliamentary groups, according to the split at the Assembly Headship Meeting.
