Kosovo's awards, classification of construction resolution

The Kosovo Council of Engineers' Assembly adopted an important resolution relating to prices, classification of construction, and setting minimum prices for professional engineering and architectural services. The resolution envisions setting average prices for different categories of construction facilities, including residential objects, hospitals, hotels, road infrastructure, energy and hydrotechnic. It also defines the framework for setting minimum prices of professional services, based on comparison patterns from the local and regional market, with the aim of increasing professional standards and preventing the underestimation of engineer work.

The chairman of the Kosovo Engineers' Oda, Arsim Raspika, told Kosovo that the Parliament is Oda's highest decision-making body and that some important documents for functioning have been adopted at this meeting.

The Oda Convention is the highest body of Oda, where the most important decisions are made. In this assembly, Oda's bodies, the board of directors, pre-empted certain regulations for approval. Two of them are for Oda's functioning, which are written down, the rule of the Parliament's work, that we have organized the Assembly, but we have not had regulations, it is organised in a set of rules and laws. Also the Oda's internal organization regulation, that's the functions, administration... Another very important document, which has been adopted in this assembly, is a resolution that deals with prices, classification of construction, average construction prices, and minimum prices of professional engineering and architectural services”, Rapuka said.

According to him, the lack of such a document so far has affected inaccurate investment planning both in the public sector and in the private sector.

This resolution has to do with the lack of a document so far for planning various constructions, investments, whether public or private, which has often led to inadequate unplanning, wrong planning, lack of budgets then, increased construction budgets. Experts are engaged in price research, average prices of construction of various types of construction facilities, housing, hospital, hotels, road infrastructure, energy infrastructure, hydrotechnic... So local and regional market research has been taken. After this has been established, other models have been taken to assign professional services because the interest of the House of Engineers is to establish the profession and several models have been taken to see or set the percentage of professional services in relation to the average construction price. Several comparison models have been taken, local and regional market researched, especially in the Republic of Macedonia, as well as Croatia's, but also the German model”, he added.

Rafia also spoke of the transitional period of funding the Oda of Engineers, stressing that it functions with government grants until 2027.

He added that in 2025, like Ode, there have been challenges and no sufficient support. However, support has gradually begun.

Rafia said it will be worked to ensure that the law is respected and no engineer exercises the unlicensed profession.

“We in 2025, 2026 and 2027, because we are in the interim, we function with government grants. And after 2027, it is legalized, actually completely independent. So then we are financed with membership payments and licenses payments. This year we are now waiting to receive that we have still received because of the approval of the state budget. While with full independence, then I believe we have enough members, the number of members grows and we have enough budgets for full functioning... 9:40 in 2025 we had challenges, even the government we didn't have was an election year even in municipal institutions. We have not had much support, but gradually this support has begun to strengthen, the law has begun to be implemented. There are institutions that still do not implement, but are gradually becoming conscious and we firmly believe that this year will function fully. It will be worked in that direction for the law to be respected and no engineer to exercise the unlicensed profession”, Rafhala said.

The Oda of Engineers of the Republic of Kosovo is on duty, regulation of the engineering profession, establishment of professional standards, public safety service, and health at 2,000 and 100 members. It was created with the 08/ L-0112 of 2022, while the first founding Parliament was held on December 21st, 2024.
