The event occurred about 1:30 a.m. on January 10, when the vehicle driven by Andy Losha, 24, and the passenger was Jurgen Karaj, fell into the Darce River.
According to police, Losha left the site without announcing the authorities and offering assistance to the passenger, who was taken from the water flow.
