For more than half a year, Pristina has been without a budget. And this is no longer a procedural delay. It's a deliberate blockade, which is directly damaging the everyday lives of citizens.
Welcomes and gardens no longer have funds to provide food for the children. Social programmes are blocked. Families in need, disabled people, elderly, artists and athletes have remained without institutional support.
The danger is alarming and affects all vital services in the capital: health care centres and public transportation endanger service and pre-school education is in trouble. All vital services have been affected by the government blockade.
The capital blocked the budget needed to pay its basic bills. A politically motivated illegal halter, deliberately paralyzing institutional function.
Beyond the central budget, the Pristina municipality's own revenues have also been blocked. This is an unprecedented and unacceptable act that turns citizens into hostages of a political calculator.
Such an administrative blockade, motivated by electoral interests for the 12 October local elections, has exceeded any limits of reason, ethics and human and institutional responsibility. The capital is being punished because it is not governed by the central structures of current power.

We are witnessing an institutional failure and a serious threat to the stability and democratic functioning of the capital. This approach does not punish a mayor. It punishes an entire city of children, the elderly, families in need, and any citizens awaiting basic services.
We will not allow citizens to be penalised. In a situation where the political account prevails over public interest, we remain determined to protect the citizens of the capital. For the third time, we have officially addressed the Ministry of Finance, Labour and Transferences, with the request to act in accordance with the Law on Budgetary Breaks for 2025 and offer an urgent and legal solution, not to produce new obstacles.
We will use every legal and institutional means to protect our citizens from this flagrant injustice and low political struggle.
This is not just our institutional obligation. It's our moral obligation.
