So at least they have said from the Association of Kosovo municipalities, who have raised concerns that municipalities and citizens are being damaged by the Government of Kosovo.
Sahan Ibrahimi, director of the AAK, has said this next impasse is paralysing the functioning of municipal institutions and endangers the delivery of basic services to citizens, including public services, and infrastructure maintenance.
“Although these impasses are related to final decisions, they are the result of the lack of resolution from the central level for obligations not created by municipalities themselves, as is the case of collective contracts. The municipalities cannot take responsibility for decisions they did not make themselves. Blocking municipalities is direct citizens' deadlock and should be over immediately.”, he said
The AKK has called for urgent release of accounts and sustainable legal and financial solutions, which advocate the functioning of municipalities and respect for local government autonomy.
