LDK: President to ensure constitutional functioning of institutions, as Article 84 of the Constitution says

Muhamet Hamiti of the Democratic League of Kosovo has said the 46th effort of Vetevendosje Movement and its leader, Albin Kurti, for blocking the Kosovo Republic of Kosovo's Assembly has resulted in success.

Here is what Article 84 of the Constitution of Kosovo says:

Article 84 [The President's Comissions]
President of the Republic of Kosovo:
(1) represents the Republic of Kosovo inside and outside;
(2) guarantees constitutional functioning of the established institutions
Constitution;
(3) announces elections for the Kosovo Assembly and calls its first meeting;
(4) I issue decrees in accordance with this Constitution;
(5) Declares laws adopted by the Parliament of the Republic of Kosovo;
(6) has the right to return for reexamination of adopted laws if you consider them to be
harmful for legitimate interests of the Republic of Kosovo or one or more
