Rohde: Strategy needs to be changed when you don't reach target, Kosovo is shooting under belt

Germany's ambassador to Kosovo, Jorn Rohde, has spoken about the political situation in Kosovo, where he has commented to the Kosovo Assembly that parties are failing to form new institutions.
