The group for Jury and Political Studies (GLPS) welcomes the EU's decision to start removing measures against Kosovo, though delayed. The measures were unfair, deciding them was wrong, while leaving them in force for such a long time was an even greater mistake.
“GLPS has been the only organisation that has monitored the measures and published research on them. According to our assessment, the measures have cost Kosovo at least over 100m euros at the opportune cost, mainly in IPA projects dedicated to rule of law, democracy, infrastructure, etc. Also, it is noteworthy that they too have seriously damaged EU credibility. More specifically, since the perpetrators of Banjska's attack roam free in Belgrade and meet with state ministers, Kosovo citizens are under EU measures”, the report says.
GLPS estimates that forming institutions would create positive momentum for the complete removal of these measures. Only the complete removal of measures could create good will for accelerating reforms on the European integration level, and especially in dialogue with Serbia.
In this context, High Representative Kaya Kallas has a golden opportunity for undoing her predecessor's damage to EU dialogue and credibility. The beginning of these measures is white omens and we hope that this is a positive signal for restoring balance in mediating Kosovo-Serbia dialogue.
GLPS will continue monitoring the measures until their complete removal and European integration in general. We hope Mrs. Kallas represents a new chapter in Kosovo's relations with the EU./Periscope/
