Tomorrow's third attempt at the constitution after failing twice

The Kosovo Assembly has entered a deepening institutional crisis, as yesterday's attempt to constitutionalise the new legislature also failed. The head of the session, Avni Dehari, after consultations with representatives of political parties, decided to discontinue the session for the second time, pushing it for Saturday, April 19th. It justified a lack of consensus between political subjects, while announcing that the session will continue within the 48-hour deadline set by the Framework of the Assembly.

The decision has sparked sharp reactions from opposition parties. According to them, Dehar has acted contrary to the initial scenario of the session, refusing to put the Commission's report to vote that, according to the opposition, was a procedure duty.

The opposition has accused Vetevendosje Movement of trying to drag the process and of using the head of the session as an instrument for blocking the constitution. They say this delay is deliberate, given that the incumbent government does not have the majority to form new institutions, and that the extension of deadlines is being used to buy time for domestic political agreements.

The LDK and the PDK stress that the past majority cannot hold the executive and legislative power simultaneously and have invited Vetevendosje to respect the Constitution and not hold back the functioning of the Assembly.

Yesterday, British Ambassador to Kosovo Jonathan Hargreaves has also reacted, sending a clear message to political leaders: “Kosovo urgently needs operational institutions”.

He said more than two months of elections have passed, while the country still has no functional Assembly, nor Government.

With a response came German Ambassador Jorn Rohde, who expressed his disappointment with the impasse.

He criticised political party obstructive tactics, saying citizens deserve leaders who put Kosovo's interest ahead of party politics.

At 12: 00 a.m. on Saturday, the third attempt will be made to vote on the commission's report and enable the oath of new deputies. Until then, it remains unclear whether there will be a change of attitudes and whether the Assembly will finally be able to constitute itself. /Periscope
