British Ambassador to Kosovo Jonathan Hargrees has declared that Kosovo urgently needs a functional Assembly and Government, until he mentioned the fact that it has spent over two months of the election process.

On Thursday, it has failed for the second time to become the Kosovo Assembly Constitution.
