Sources note that the plan was being studied before Trump crashed into Zelensky last week at the White House.
It is part of a broad administration effort to lift legal status by some 1.8 million migrants who have been allowed to enter the United States' territory on the basis of the humanitarian guarantee provided by the previous administration.
