pharmaceutical distributors warn that there may be crisis in Kosovo drug supply

At that meeting, the decision was made that members of the USDPFPC will continue with the sale of the current stock of drugs at existing prices until a transitional period of emptying current stocks.
The other decision taken is for the <x0-productions of future imports, which will be at the price approved by the MP under the supply price (without legal basis and not referring to Article 8 of the Law under the supply price), to proceed to court”.
“Operators turn to ATK with a request for clarification regarding the sale of products under the purchase price according to the list (which has no reform) and that operators have only been declared to stock ATK”, said further on the letter.
“By the date 3101.2025 has published the No decision. 05/01/2025 for establishing procedure, reporting/re-declaration/recognition/applicating for changing the price of the medical product by attaching the updated form, which is not based on Article 8 ʹthe methodology of setting average prices by the referent countries set with the Law, but also requires the CIP” award.
The association has also noted a difference in the price declaration process: the law stipulates that the declaration should be made once a year, while the latest ruling allows claims every 10 days of each month, leaving room for uncertainty and lack of guidelines for operators.
On the other hand, the Law specifys that the price declaration should be done at least once a year, while on the other side in the decision it is stressed that the declaration can take place every 10 days of each month without providing any additional details and instructions for operators.
It is noteworthy that until today, despite the large number of requests for meeting with the MSH, the price commission, to discuss with the Society and its members about the implementation process and procedures for reporting the price of medicines, for which the Society and members have always indicated The regulation and leveling of the drug price declaration, we have been rejected and have not received answers to the questions posed”, said in response.
In her statement, the USDPMF has raised concern that, if these policies are not revised, Kosovo could face a drug supply crisis, both in the private sector and in the public sector.
The association has remembered that Kosovo still does not have a stem list for medicine or health insurance, which makes the situation even more delicate.
We also announce to you that over 1400 medical products registered near the AKPPM are undeclared, and the same circulates on the market without approved prices. Care must be taken care, because Kosovo is a very small and foreign country, which in a few months may face lack of supplies in both the private and public sector as a result of uncoordinated and biased actions at the expense of subjects and patients.
Also, as you know, we still don't have a list of stem drugs and no health insurance. We are left hoping that the SSH will reflect on recent actions by inviting us to discuss the positive solution to this very sensitive and essential issue, thus getting out of the situation created”, goes on.
