Juncker against Ukraine's full EU membership: Don't give vote rights

Former European Commission President Jean-Claude Juncker has declared that the European Union cannot accept Ukraine as full-fledged members. Because of corruption, poor economics and lack of state structure, Ukraine is unacceptable to membership at the moment”, Juncker stressed.
He has advised Brussels to provide a second level of membership, which would enable access to the common market -- a voice for important debates, but without the right to vote at the table of member states, Euronews reports.
Juncker has acknowledged that Kiev has made progress in curbing corruption and undoing oligarchy, but has stressed it would be more in favour of incomplete membership.
“Ukraina may have access to the EU, but not have the right to vote on the European Council, where all 27 member states debate and vote on the bloc's key issues of”, Juncker added.
He has mentioned that he does not want to give the impression that Ukraine is far from membership, but wants to show it is on its way to membership, without all rights stemming from a full membership.
