The German “Embassy strongly believes that the existence of Serbia-funded institutions in the field of health and education is, among other things, deeply related to the establishment of the Serb-based Majority Commission Association (ASMM). Kosovo pledged in 2013 to implement the ESM, which would ensure the proper legal and institutional framework for the effective functioning of these institutions. In this direction, we see the closure of such institutions linked to the EU-mediated dialogue between Kosovo and Serbia”.
Likewise, Germany's Embassy in Kosovo tells Rtv 21 that the government's recent actions in the country's north do not contribute to a consensus on EU countries on removing Kosovo's punitive measures.
“Germania is generally of the opinion that existing measures towards Kosovo must be removed. However, lifting these measures requires a unanimous decision by EU member states, and recent actions have not fostered a more positive atmosphere towards Kosovo to reach such a” consensus.
