February 9th elections: VV leads candidates with legal problems, fines from PZAP

The February 9th 2025 parliamentary elections are the first fair elections in Kosovo after more than a decade of early elections. However, the parties did not matter to the composition of lists with candidates without legal problems. Out of 28 certified subjects, three of them -- the Vetevendosje Movement, the Democratic League of Kosovo and the AAK-Nisma coalition -- included candidates with active charges or criminal penalties. In total, out of 330 candidates who have submitted all three subjects, 7% of them have problems with the law.

The Vetevendosje movement has mostly such candidates, 14, representing 12.7% of the list.

The AAK-Nisma coalition includes 8 candidates (7.3%), five from the AAK and three from the Initiative.

The Democratic League of Kosovo has a legal candidate.

These elections were also an important test for the country's democracy, for the way election rules are respected, and for citizens' confidence in the election process.

But the election campaign did not go through without controversy and violations of the rules. The electoral panel for Ances and Parashtesa has received hundreds of complaints of irregularities, which have resulted in major fines for political parties and their candidates.

The violations during the election campaign in Kosovo have resulted in major fines for political parties and candidates who have not observed the rules defined in the Ethics Code. The Electoral Panel for Ances and Parashtres until 8 February has reviewed 222 complaints of violations during the campaign, of which 125 have been approved and 97 have been rejected.

In total, P ZAP has pronounced 654,500 euros in fines, penalising parties for stimulating and hate speech, using public resources, placing electoral materials in public spaces, using children in campaigning and preventing journalists from doing their job.

Vetevendosje (LVV) is the most condemned party, with 202,500 euros in fines.

The Democratic Party of Kosovo (PDK) with 143,500 euros in fines.

The Democratic League of Kosovo (LDK) has been fined 141,600 euros.

The AAK-NISMA coalition has been sentenced to 81,200 euros.

The Coalition for Family has been sentenced to 33,000 euros.

The Serbian list of 21,500 euros.

Other parties, including community subjects, have received smaller fines -- from 1,000 to 12,000 euros.

Without complaints and fines, the election day did not pass.

PZAP on this day reviewed 79 complaints of violations during the campaign, out of which 18 were approved and 61 were refused. In all, for election day it pronounced 42,500 euros in fines.

LVV is the most condemned party, with 25,500 euros in fine.

PDK with 4,500 euros in fines.

The LDK has been fined 1,500 euros.

The AAK Coalition- NISMA has received a fine of 3,000 euros.

The Coalition for Family has been sentenced to 2,000 euros and,

Serbian list of 5,000 euros and OPRE ROMA, with 1,000 euros in fine. /Betimipate Justice
