Dozens of minor girls in Pristina victimised for the fourth time, RGK reacts

Their response says that this case “na once again recalls the failures in defence and rehabilitation and reintegration of gender-based victims of violence, especially in sensitive cases when for victims are minor girls”.
The Kosovo Women's Network has asked relevant institutions that have been involved in this case to render accounts for the failure to protect and rehabilitate minors.
For the fourth time, the minor victim, known for society as the victim of rape by five men in 2022, was again raped. This time, its rapists are over dozens of men, of whom four have been arrested on suspicion of trafficking for human beings. This case once again reminds us of the failures in defence and rehabilitation and reintegration of gender-based victims of violence, especially in sensitive cases when for victims are minor girls”, it is said in response.
Among other things, the minor was reportedly known for the Centre for Social Affairs in Pristina, the institution that is mandated to manage the case when for victims are minors.
“Re-victimisation of the same, even after being under the protection of local institutions, testifies to the non-efficiency of the Social Work Centres in carrying out their task”, the response follows.
The victim is further said to have stayed at the Traffic Victims House (the only housing under state management) where, even during her stay, she had been raped, RGK had reacted, demanding accountability from representatives of the shelter.
RGK urgently requests: Revise the random management plan, and the person responsible at the Social Work Centre to render accounts for the inefficiency of the plan;
Take care of your parents, who seem unable to protect their child;
Police and prosecutors arrest all involved in this case, and the same get merit sentences from the Court;
If rehabilitation of the same is a challenge to our state, in the absence of relevant institutions, the same is sent abroad for physical treatment and the same is to return to rehabilitated society;
It is urgent to establish the centre for treating cases of sexual rape, as the Istanbul Convention and the State Protocol for Treating Sex Cases (designed by RGK in collaboration with the Ministry of Justice) requires.
It also points out that “this case re-exemplifies once again the importance of working with access to the central victim and the importance of inter-institutional co-operation in handling gender-based violence cases”.
Under the Republic of Kosovo's Penal Code, minors cannot consent to sexual relations, and any cases leading there through insanity, fraud, threat, blackmail should be condemned and considered criminal acts.
