Contrary to Albanian parties, the parties of the non-party communities do not apply to the electoral threshold, and mandates are divided according to the D&Hondt method, within the default quota for each community. Due to the minimum number of votes for parties of non-party communities from voting abroad, as well as the tendency for conditional votes to follow the trend of fair votes, there is very little chance that there will be different election results, unless in the case of the” judicial decisions, Calcoli has said.
