The murders were carried out Wednesday at several locations, while among the victims are two children aged 10 and 13. Authorities said Martinovic killed the owner of a cafe, the owner's two children and also killed his family members.
Montenegro's Minister of Internal Affairs Danilo Sharanovic has said at an extraordinary conference at midnight that the motive for killing is unknown, as among the victims were friends and Martinovic's godmother.
Martinovic was sentenced to one year in prison on bail in 2005 for poor behavior, but is not considered a person of interest in security, Minister Sharanovic has said.
The situation of the wounded is said to be stable.
Montenegrin Prime Minister Milloko Spajzic has described the case as terrible tragedies.
He has warned toughness of weapons maintenance criteria.
“We will consider the full ban on carrying weapons,” has said Spajich.
Kosovo President Vjosa Osmani has expressed condolences and said Kosovo solidifies with Montenegro at this difficult moment.
Montenegro's government has declared three days of mourning, on 2.3 and 4 January.
