Finland's Ambassador to Kosovo, Matti Nissinen, said the Western Balkans faces unique challenges stemming from geopolitical tensions, foreign influence through information and the use of the economy, as well as support for anti-Western networks aimed at hindering the aspirations of these states towards Euro-Atlantic membership.
“As far as Kosovo is concerned, these are manifestations through misinforming campaigns, these are false Narratives aiming to exhibit ethnic divisions and undermine trust in institutions”, the Finnish ambassador said.
According to him, geopolitical pressures that support the approach of Kosovo's independence opposition create distrust and lack of infrastructure stability. According to him, these may be attacks like those on critical infrastructure, such as the latest attack that took place in Zubin Potok and demonstrating the need for improved defence measures.
Therefore Finland's experience provides very valuable information to address these challenges through building rehabilitation, through hybrid threats and embracing social cohesion”, he said.
The ambassador further added that he believes Kosovo can ease the impact of external pressures and strengthen its democratic foundations.
“While Kosovo moves towards greater integration in NATO and the EU, it can prioritise actions as continuing to empower democracy and its security framework”, Nissinen said.
According to him, beyond the national mechanisms of combating these phenomena, institutions should be built for monitoring, influence and prevention of malicious interventions, to campaign to improve media education that can empower citizens to be able to discern information which is reliable.
“Improved regional and multi-racial co-operation by strengthening partnership with the European Union and NATO even in the complete lack of membership, at this point will strengthen Kosovo's security infrastructure and provide platforms for joint residence initiatives and strengthening of the public and democratic institutions. Transparency, rule of law and equal opportunities are vital in the sense of trust in the government. Trusting in democratic processes Kosovo can ensure that its citizens remain united against external threats”, he said.
Finally, the ambassador declared Finland ready to support Kosovo on its journey, sharing experiences and co-operating to build a secure and democratic future for the Western Balkans.
