In an article on this subject, New York Times says that the new state will be a sovereign Vatican - style enclave that will control the territory the size of five blocks of New York City and allow alcohol, to allow women to wear whatever they want and not impose lifestyle rules, broadcast Top Channel.

He is the main leader of the Bektas, a rain Sufi order founded in the 13th century in Turkey, but now based in Albania.
In an interview for NYT, Prime Minister Rama, said the aim of the new state is to promote a tolerant version of Islam with which Albania boasts.
“We need to take care of this treasure, which is religious tolerance and we should never take for granted”, he said.
The territory of the proposed new Islamic state is a complex in a low-paid residential neighbourhood in eastern Tirana. It's just a quarter of the size of Vatican City, currently the smallest country in the world, governed by the Pope, an absolute monarch, reports NYT.
