He says, however, dialogue has the best way towards long-term solutions.
” This dialogue may be disappointing, but it represents the best way forward towards sustainable solutions, and it is important that the Kosovo government engage fully in it”.
According to him, at this time of stress, a phase of calm would even contribute greatly to negotiations.
” A period of calm in northern Kosovo may help create a better context for the Belgrade-Pristina Dialogue, which should resume in the autumn with taking office from the new EU leadership”, Shea told Klan Kosova.
This referred to warned tensions, with the case of closing the facilities of Serbian illegal municipalities in the north.
” KFOR has already had to deploy throughout August on the bridge in Mitrovica to maintain security. Therefore, close consultations between Kosovo authorities and international organisations on the ground are more important than ever at this tense time in the region”.
The” will be much easier to break down parallel structures peacefully in the context of the Belgrade-Pristina dialogue and a process that ensures the Serb community for its next country in Kosovo”.
Shea, who well knows the Kosovo region in terms of security, has given some recommendations, with something that must be primary according to him.
After a number of violent incidents in the north over the past 2 years, the main priority at the moment is to establish confidence between the Kosovo and Serb communities through dialogue and an effective communication strategy”.
While considering that the actions that surprise international partners are of no avail.
” What is really not useful is unilateral actions that surprise everyone and that are not co-ordinated with KFOR or EULEX, which should eventually deal with the consequences and offer security”.
Former senior official of NATO, even appealed that Kosovo's reports with allies should be preserved.
” What has brought Kosovo so far is close co-operation between Kosovo and its partners in Europe and North America, and this precious partnership must be maintained”.
” is true since 2013 Belgrade and Pristina have agreed in principle that Serb parallel structures in northern Kosovo must be dissolved. But it's all about context and time”.
” We must go forward and not back”, he said, among other things
