Pristina, September 10, 2024 Kosovo's Prosecutorial Council announces the public opinion that even in the current case of the process of recruiting 24 new state prosecutors (4 countries are reserved for prosecutors from the ranks of the Serb minority, with whom no candidates have applied, but in the future and in accordance with the Constitution, laws and sub-legal acts will lead and manage the process of recruiting state prosecutors, based on specific criteria and in accordance with the impartial and mermocratic procedures, because the only way is to respect public transparency, which dictates appropriate decisions in the prosecutorial system.

This recruiting process, which some nongovernmental organisations have reacted to, the KKP suggested they are monitoring the representatives of international partners in Kosovo, informing public opinion that civil society representatives, including non-governmental organisations that reacted yesterday for their non-participation in monitoring the oral interview process of 24 prosecutors candidates, The IKD, the FOL Movement and INPO have been repeatedly reported and invited to monitor the candidates' recruiting processes for state prosecutors, whether for monitoring qualifying tests or even written tests. In addition, they have been announced and invited to monitor the examination of objections of candidates for state prosecutors or other processes, such as the cases of electing candidates for chief prosecutors of the country.

Given that reports and invitations have been published for civil society representatives, this results in and shows the systematic failure to implement the public transparency of these organisations regarding monitoring these processes, because it is not really understood what the monitoring logic of these organisations is, because in the past two processes they were invited and did not participate at all, when it is known that the process of qualification testing, writing testing and oral interviewing of candidates are inexplicable to each other.

The KKP, states it is not true, as stated in their communiqué, that the IKD, the FOL Movement and INPO have monitored the process of advancing and transferring nine prosecutors to the Special Prosecutor of the Republic of Kosovo because they have not been present during the process.

As for public awareness, reports and invitations issued in advance for these organisations that did not participate in monitoring are of May 19, 2024 (Kupalification test) and June 9, 2024 (Whispering)

And yesterday, the Prosecutors' Recruitment Commission, through responsible KPK officials, has called on representatives of organisations in question to release space where new prosecutors' oral interviews would be held because they have not been invited in writing to monitor the interview process.

The KKP informed the public opinion that these organisations -- IKD, Movement FOL and INPO -- have not participated in either of the previous processes developed for recruiting state prosecutors, except those organisations that have had memorandums of co-operation with the KKP.

The Kosovo Prosecutorial Council once again that this process is being monitored by representatives of international partners.
