LDK MP Avdullah Hoti has said the health insurance project is prepared to cover the four-year failures of Kurti Government in the health sector.
He has said that most provisions are the same as the law in effect in 2014.
On the other hand, it has listed some of the Government's failures.
His reaction:
The new health insurance bill is designed to cover 4-year-old health failure.
By comparison with the new draft law in effect of 2014, it is noted that most articles are almost identical. Some articles have been reorganized and expanded but do not change anything in essence compared to existing law. The contribution rate remains the same, 3.5% from the employer and 3.5% from the worker. The opportunity has increased for the Fund to provide voluntary health insurance such as licensed in the private sector. A little more detailed, some elements have been defined, particularly in terms of persons dependent on insurance and others that should be covered with state insurance. See the following chart specifying differences under the bill with existing law.
All of this could be done with law enforcement. But today we would have to have functional health insurance.
After four years in government:
1. No health insurance functions,
2. It hasn't been activated.
3. It's become chaos with a list of essential drugs,
4. Drug supplies are inefficient,
5. Emigration of doctors and medical staff is 50% higher than before 2021,
6. The health budget is far from the required level of European standards, where Kosovo spends only 3.5% of GDP in health, compared to 6% of GDP on European standards,
7. Capital investments are too low to achieve modernisation of health institutions.
