Who and what defends the criminal, Milan Radociq, in Serbia?

For nearly a year, these are the only measures Serbia's state authorities have taken against former Serbian List Deputy Chairman Milan Radojic, who has publicly admitted responsibility for the armed attack on Kosovo police in Banjska.
Authorities in Serbia refuse to extradite Radociqi to Kosovo and say he will be tried by the Serbian “tribunals, while officials in Kosovo say they have offered him protection.
“Radoicicq appears regularly in police”
From the Supreme Court in Belgrade, which has imposed measures against Radociqi, they tell Radio Free Europe that he respects them and that he is regularly presented at the competent police station.
The measures, according to the court, last every three months and the last time they were extended, were the beginning of July.
Despite that, Radojsic's residence in Serbia is currently unclear.
Police did not answer Radio Europe's free question on the issue, nor did Radojic's lawyer, Goran Petronijevic.
Predrag Petrovic, from Belgrade's Centre for Security Policy (BCBP), describes Radocicin as “the favorite <x2nd> of the Serbian president's government, Aleksandar Vuciq.
The fact that we don't yet have a serious court case against Radojici in Serbia shows that he is under state protection”, Petrovic tells Radio Free Europe.
With the court's ruling in Belgrade, Radociki has been barred from returning to Kosovo, where, in his words, on September 24th of 2023, he has organised an armed attack.
A Kosovo policeman has been killed in the attack, while in the subsequent shootout, three Serb attackers have been killed.
In Kosovo, authorities have already filed charges against Radochiqi And 44 other people.
He is accused of terrorism and serious crimes against the constitutional order of Kosovo.
In the indictment, he is described as leader of “as a terrorist group”, which has attempted to annex Kosovo's inhabited north with Serb majority, and to unite Serbia.
The first hearing session has been announced for September 25th.
Official Belgrade ignores this process in Kosovo, while itself has not filed any charges for Banjska, even though it has started nearly a year of investigation.
Serbia, which does not recognise the state of Kosovo or its institutions, also names criminal acts different from the official Pristina.
“Accounts continue”
The Office of the High Public Prosecutor in Belgrade told Radio Free Europe that investigations are under way.
She said that in co-operation with other state bodies, she is proving all the facts and circumstances “regarding the critical event in Banjska”.
After the investigation ended, the opinion will be announced on the prosecutor's decision”, they said from this office.
Radojic, according to them, has the status of the suspect.
He is accused of several criminal acts, including production, possession and trafficking without gun permits and explosives, as well as grave acts against general security.
Other suspects are strangers.
During his testimony at the Prosecutor's Office on October 3rd of last year, Radoic has denied guilt.
However, in a public letter read earlier by his lawyer, Goran Petronievic, he has admitted responsibility for the attack on Banjska.
He has said he has personally organised it and has denied involvement of the Serbian state.
In that letter, Radoicic has declared he has gone to Banjska“to resist Kosovo authorities and protect the Serbian people”.
Does Serbia co-operate with Kosovo in Banjska's case?
The Supreme Public Prosecutor in Belgrade said that, through Serbia's Ministry of Justice, he has addressed the European Union's Mission for Rule of Law in Kosovo, EULEX.
She asked to submit full documentation to the Banjska case.
“For granting legal assistance has been required to hand over the investigation process, photo-documentation, autopsies of all dead persons, medical reports of all injured”, reported in the prosecution's response.
It also says that weapons expert processes and ammunition and explosive devices have been requested, as well as processes of questioning of defendants and questioning witnesses.
“So far no documentation has been submitted to the Prosecutor, nor has there been any response from EULEX”, the Serbian Prosecutor said.
The Kosovo Ministry of Justice has earlier declared that Serbia's request is in conflict with Kosovo laws.
She has also said that Kosovo has never received answers from Serbia “to hand over criminals”.
Official Belgrade has decided not to act on Interpol's arrest warrant, which, at Pristina's request, was issued in December 2023.
Serbia's leaders have said his extradition is “impossible” and that all judicial processes will be conducted “before local courts”.
Asked about the Kosovo indictment for Banjska, Serbia's president, Aleksandar Vuciq, has said on 13 September that Serbian authorities are conducting their investigations.
For Serbia, Vuciq added, Banjska case “is not terrorism in any way”.
In an earlier statement to Radio Free Europe, the US State Department has said that in terms of the indictment established in Kosovo, the US encourages respect for the judicial process and rule of law, as well as patience, until this complex case is resolved in courts.
Do you protect BIA Radoichi?
Kosovo officials, including Prime Minister Albin Kurti, have declared over the past year that Milan Radojic has held meetings with members of Serbia's Agency for Security and Information 50 BIA.
BIA did not respond to Radio Free Europe's request to comment on these claims.
Question of “defending” Serbia's Radojcicin did not answer neither the Government of Serbia nor President Aleksandar Vuciq's cabinet.
Predrag Petrovic, from the Belgrade Centre for Security Policy, says that, taking into account the extent of the operation, the number of people, the quantity and type of weapons used in Banjska, would be a very difficult “to establish or believe the Serbian security services had no information on that operation.
“... especially for the fact that such an action would have, even as it does, major security and political consequences for Serbia and for Aleksandar Vuciqit's government”, Petrovic says.
He adds that “if there were a democratic system”, Serbia's prosecution and judicial authorities would investigate Banjska in detail.
According to him, the investigations should also lead the Serbian Parliament, the commissions for control of security and home affairs services respectively.
Asked why Radoic has not been prosecuted so far, Petrovic says the “government, led by the Serbian Progressive Party and Aleksandar Vuciq, undoubtedly owes it for various services”.
It is an open secret that he has been the main person for the discipline of Serbs in northern Kosovo and for a kind of non-institute management of that territory, on behalf of the government of Aleksandar Vuciqit”, Petrovic says.
“That political and pre-security function, along with co-operation in business, shows that his ties with people close to Government are strong and that they can be very compromising for leadership and Aleksandar Vucinqicin”, he adds.
Radoic has resigned from the post of deputy head of the Serbian List ʹ the main party of Serbs in Kosovo, which enjoys official Belgrade's support on the day he accepted responsibility for Banjska.
Earlier, Kosovo officials have linked it to the murder of Oliver Ivanovic, a Serb politician from northern Kosovo.
However, authorities in Serbia have denied Radojic's involvement.
“Millan Radoiciq is not holy... but he, by no means, has not participated in the liquidation of Oliver Ivanovic”, Vuciq said at the time.
While Kosovo authorities have also asked Radojciqi ahead of Banjska, under suspicion of several criminal acts, he has been seen at Vocinki's official meetings in Belgrade with representatives of Serbs from Kosovo, as well as in Serbia's Parliament.
Companyless Businessmen
Radoic, earlier, has been introduced to the public as a businessman, but, according to official data from the trade registry, he currently has no company on his behalf in Serbia.
It has emerged from the company's ownership “Incope” and its sistership companies in October 2023, having publicly acknowledged that it was the mastermind of the armed attack on Banjska.
His share in “Incope” and related companies, he has given to his business partners, the Zvonko brothers and Zarko Vellinovic.
Like Radoicic, they are under sanctions from the United States of America because of international organised crime.
Serbia, however, does not pay much attention to sanctions against them, as well as to companies related to them.
In recent years, these companies have obtained lucrative construction jobs, which have been paid by the state budget, has shown a research by Radio Free Europe.
Serbian weekly Radar editor Milan Qulibrok, who has also researched Radoiciqi and the brothers Veselinovic, believes the company's ownership structure has changed “only formally”.
I'm absolutely sure nothing else has changed. It hasn't changed the distribution of a profit, which is tens of millions of euros”, he says. Radio Free Europe.
Gifts for Business Partners
Forty percent of its section in “Incope”, Radoichiq has divided the Veselinovic brothers into equal pieces by 20 percent.
The request at the Agency for Serbia's Business Registers for the elimination of Radojici by property was submitted on 3 October 2023 the day he was detained by police in Belgrade and has issued a statement to the Public High Prosecutor.
Now, Zvonko Veselinovic has 60 per cent of ownership in “Incope” and interconnected companies, while his brother, Zarko, has 40 percent.
Their work with the state, meanwhile, has continued.
This started several years ago and continued after Banjska. All those companies that are part of their empire are getting better and better. Business is flourishing”, says Quliburg.
According to him, the business boom “can be explained with the owner's business capabilities”.
Of course, it's about another, very profitable arrangement that has provided these people with tens of millions of euros of legitimate profits, which have been officially reported, are taxed and now belongs to them”, he adds.
State Affairs
The company “Inkoque” and two sister companies, “Novi Pazar-put” and “Betonerka”, currently owned by the Veselinovic brothers, have won over 23.5m euros at the end of 2023.
Incomes in their accounts are related to jobs paid by the state ark.
This has been shown by recent financial reports published in Serbia's commercial registry, tenders and other documentation analysed by Radio Free Europe earlier this year.
Construction of fast-speed highways, maintenance of local roads, or building pillars for transmission lines are some of the jobs of millions of euros, which have done these companies.
For example, the last job the construction company “Novi Pazar-put” received from the state was in August of this year.
The reconstruction of the section of the international highway in southern Serbia, towards the border with Northern Macedonia, the state has given the company's ownership consortium “Novi Pazar-put” and three other companies.
Work on this project, including taxes, amounts to over 14m euros.
During 2024, “Novi Pazar-put” has also taken on road work in municipalities southwest of Serbia, worth hundreds of thousands of euros.
The assets and equipment of the brothers' company Veselinovic, including a villa in Belgrade's elite neighbourhood of Dedinje, and a luxury hotel in Coponic, total 39m euros, according to financial reports of 2023 analysed by REL.
Radovic's wife restaurant confiscated in Kosovo
While Radoic officially is not the owner of any business, on behalf of his wife, Emma, in Serbia's commercial registry is the restaurant named “Grey”.
His location, however, is in northern Mitrovica in Kosovo.
Even though the firm is active in Serbia's commercial registry, the restaurant was confiscated by Kosovo police in April 2024, along with the rest of Radojici's property in Kosovo.
Parcella in villa and state embassies
Free Europe Radio is not aware of what real estate they own in Serbia, Milan Radojic and his wife.
The Balkan Research Network BIRN has announced in May this year that Radojic is building a villa of over 1,500 square metres at a prestigious location in Belgrade's neighbourhood of Dedinje.
REL is unaware of how these works worked and if the object is complete.
The projected value of the works, according to BIRN, is nearly 2.7m euros.
This means that at least 2.7m euros have been invested in the new villa in the Radojchiqi parcel, while its real value is determined after the work is finished.
After approaching the cadastre, The REL has confirmed that Emma and Milan Radociq are owners of about 40 land fields in Dedinje.
As can be seen in the cadastre, their first neighbour is Zvonko Veselinovici's wife, while nearby are also state palaces and diplomatic representation, such as the Chinese Embassy in Serbia.
