Israel's Mossad spy agency placed explosives in thousands of Hezbollah mines before it exploded throughout Lebanon, numerous reports say.
The health ministry says at least 12 people were killed, including two children, and thousands were injured when equipment exploded on Tuesday.
A top Lebanese security source told Reuters they were brought to the country months ago.
Separately, Israeli and American sources say Israel exploded earlier than planned, fearing that Hezbollah had learned of the plan.
Hezbollah used the patrols after stopping mobile phones earlier this year, saying they were too easy to track.
Pagers seemed to wear a Taiwanese brand, but Taiwanese firm Gold Apollo denies any involvement, saying the payments were made by a Hungarian firm.
An ammunition expert tells the BBC that the equipment is likely packed with up to 20 grams of military explosives.
