The fact that I am neutral in relation to political issues makes it easier to judge and assess me in relation to all that is happening even in northern Kosovo municipalities. I have repeatedly insisted, I have appealed to the authorities both to the police and to the other state administration that any legitimate action the state takes is under the care of human rights and always when actions are in harmony with respect for citizens' rights, the guaranteed human rights for me is unacceptable and I don't have to deal with it. I've done that in the current situation. We've consistently tried to be in touch with the citizen, civil society organizations that operate even in these municipalities”.

“We have accepted a large number of complaints, especially in relation to the use or access of police in relation to citizens during the raids, during arrests, during checks and law enforcement. These cases we've handled in cooperation with the Police Inspectorate because he's the competent authority and we've always seen that IPK is acting, reacting, is investigating these cases and providing the right answers to”, he said.

The ombudsman has said the institutional boycott and removal of Serbian citizens to the north has been wrong, as he said it has left this community without political and institutional representation.

On the other hand, I continue to maintain the public word that I have said at the meeting with citizens of the Serb community, but with others that the institutional boycott and the removal of the responsibility to exercise those public functions that the citizens of the Serb community have had was a mistake and is at the expense of Serbian citizens. Because the Serb community in that area has left without a political and institutional representation. This did not make the situation better possible despite statements that have broken order and calm. Which I don't want to argue about because they can be. But for citizens to feel treated, more dignified, in relation to taking responsibility, taking the rights and decision-making that they should then in these municipalities. I have received a number of complaints even in relation to the expropriations that took place in the northern part of Leposavic and Zubin Potok. Even though there has been a judicial decision we have handled the case only from the prospect of respecting human rights related to the public's involvement in decision-making. We've also given our remarks, we've given our findings, and we're believing that in this form we're trying at every cost with a lot of responsibility, and with the training of the Mandarin that we have, to protect citizens regardless of their ethnic affiliation”, he said.

But now every right and right exercise should be seen in relation to other rights. There always has to be a balance, even a harmonious connection that by exercising a right does not violate other rights by creating a balance and seeing which right should give more priority at the appointed time considering all the circumstances and factors that might affect us. To me first is the safety and life of the citizens, it must be guaranteed, because right in life is absolute right. When these are provided, then it should continue with the work in respecting other rights that could be the right to free movement”, he said.
