Why is the number of voters greater than the residents ?

For Periscope, CEC spokesman Valmir Elez has clarified why the number of voters is greater than the number of residents.

He has said that voters' lists include Kosovo citizens with fair voting both at home and abroad, while only residents of the population have participated in the census.

Following the voter's preliminary list, the Republic of Kosovo has 2,047,149 voters. Certificate of the final voter list, under the plan of activities approved by the CEC, will take place on 4 January 2025. Voters' lists and population census should be viewed separately. The population census is involved only residents present in Kosovo at the time of the census, so it does not include citizens living abroad, while the voters list includes Kosovo citizens with the right to vote inside and abroad”, Elesi said.
