Officially appointed as the EU's top diplomat, former Estonian Prime Minister Kaya Kallas will be tasked with brokering dialogue for normalising relations between Kosovo and Serbia, while former Kosovo chief negotiator has noted the fact that Borrell leaves office without having managed to convince Belgrade's Pristina of implementing the agreements.
