It continues with Gjilan Stadium: OSHP cancels tender for renovation

Infocus newspaper has secured the OSHP's decision, which required that this procurement activity be renewed.

The Gjilan municipality had declared the consortium “consortium winner Demir Cartenbau CmblI”, “Avag Group US. P. K”, “Bl-Bau. S.P.K., “Bujar Shabar”, “B. L: Kosova”, “Asfalt S. P. K”, “K.N.T. S. Teuta M”, “S. R.M. Lagerstrasse 1-1”, “66000 Lubendorf” which offered 14 million and 997 thousand euros.

The cheaper economic operator in this tender had offered 1m and 720m euros less.

The tender annulment had also been recommended by the expert in the Procureing Organization.

The Procureing Organisation expert has remolded the tender for the renovation of the Gjilan stadium to be completely canceled.

That is because in the expertise provided by Infocus newspaper, it is highlighted that the tender was given to a group of operators who offered at the most expensive price.

“We explain that the complaining offer has a cheaper total price in relation to the recommended contract bid of 1,723.088,”, the report noted.

The Gjilan municipality led by Alban Hyseni on 31 May has awarded the tender for the renewal of the Gjilan stadium to the group of economic operators that offered the most expensive offer.

This is according to the document provided by Infocus newspaper, with which the municipality is addressing the consortium with standard letter for the successful tender.

Hyseni awarded this tender to the consortium “Demir Cartenbau CmblI”, “Avag Group US. P. K”, “Bl-Bau. S.P.K., “Bujar Shabar”, “B. L: Kosova”, “Asfalt S. P. K”, “K.N.T. S. Teuta M”, “S. R.M. Lagerstrasse 1-1”, “66000 Lubendorf” for 14m 997m euros.

For nearly 2m euros more expensive than the cheaper group had offered on the list of three condoms, or 1m 720 thousand euros.

The newspaper Infocus had reported a month earlier for “Procesverbal opening the tender” with offers from the three companies, where the high-recognition was the last on the list with the highest price offer in particular

The lowest prize to be offered to the Hyseni-led municipality was 13m and 274 euros.

And yet the municipality in the letter for the most successful bidder writes that the group of economic operators they chose had offered the lowest price.

“We are pleased to announce that you have handed over [the lowest price] as a response to [the contract recognition] for the activity of high procurement. You've been awarded contracts with the bidding price and according to the exact terms in your tender and in accordance with the terms and conditions that have been specified in the Declaration of Contrasts and in documents that make up the tender file. The price, which has been offered 14,997,804.00 euros”, says the standard letter for the successful tenderer.

This project for years was left unattended. And the promise of the stadium's conclusion also gave Gjilan's chairman from Vetevandosje, Alban Hyseni, in collaboration with the Ministry of Culture, Youth and Sports at the helm with Hajrullah Ceku.

Ceku had declared that they have allocated another 15m euros for the renovation of the stadium, since he said he had major problems in this never-ending tender, the problem would continue until 2054.

But even the latter did not go smoothly. In January of this year, when the tender for renovation of the stadium was also expected to be carried out.

This decision was made following the request for re-evaluation of the tender put forward by the Economic Operator White from the S.P.K. Construction Bar. Company owned by businessman Bardhil Zuka.
