In 2018 when the highway project was presented, according to the former minister of the Ministry of Infrastructure, Pal Lekaj and former mayor of the Gjilan municipality, Lutfi Haziri, this project would positively influence economic development and facilitate the movement of citizens.
Former Chairman Haziri in a proposal for Telegrafia says the blame for finalising the project lies with Kurti personally and current local governance.

Haziri says that the finalisation project has been removed from any priority for three and a half years, until after the end of the highway, investigations began.

Haziri stressed that this project has degraded, and according to him, the biggest Anamorawa development project has been halted.
