Even a violation from Serbia, exports goods to the list of sanctions imposed on Russia by the EU and the US

Exports of goods from Serbia to Kyrgyzstan have increased several times after the Russian invasion of Ukraine, according to data from the Republic of Serbia Institute of Statistics analysed by Radio Free Europe (REL). Among the goods exported from Serbia to Kyrgyzstan are those on the list of sanctions imposed on Russia by the European Union and the US, such as goods that can be misused in the Russian military industry. All of this can be seen on the basis of customs tags on the export of goods registered by the Bureau of Statistics of Serbia.

Serbia's government, trade ministry haven't responded for REL if Kyrgyzstan is just a passing station for the transport of sanctioned products to the Russian market and the route to these goods is controlled.

Representatives of state institutions did not even explain what happened, so exports to Kyrgyzstan have risen drastically in the past two years.

A drastic increase in exports to Kyrgyzstan

According to data from the Republika Statistics Institute, from Serbia to Kyrgyzstan in 2022, goods have been exported worth $12.8 million, while exports in 2023 have increased six times and reached $81.1m. When you see these data from Kyrgyzstan, it is seen that most of the goods exported from Serbia have not ended in this country.

During 2023, when over 80 million exports from Serbia to Kyrgyzstan were registered, only about seven million euros were introduced in Kyrgyzstan.

The drastic changes also mark the International Monetary Fund, according to a report covering a six - month period from November 2023 to February 2024. Serbia has exported goods to Kyrgyzstan worth about $30m, while goods worth only millions of dollars. The IMF collects data from official state institutions and processes them statistically.

Recent data from the Republic of Serbia's Statistics Enti shows that the trend of increased exports has continued. In just four months in 2024, Serbia has exported goods worth $54.1m to Kyrgyzstan, which is four times the year 2022.

In February 2022, Russia invaded neighbouring Ukraine, after which Western countries imposed severe economic and political sanctions on Moscow, which are still being imposed today.

What does Serbia export to Kyrgyzstan?

Although among the goods exported to Kyrgyzstan are also those used for civilian use as cardboard and fruit seedlings, the Bureau of Statistics also registers the export of goods that are on the list of <x0); high priority” -- double-use goods identified as goods used in the military industry.

These goods are on the list of European Union and United States sanctions (SHBA) for export to Russia. The list of high “priority against Russia was presented as part of international sanctions after the start of Ukraine's Russian invasion in 2022. Measures to limit the export of critical technologies and materials have been progressively tightened through several sanctions packages.

As the European Commission website states, its Directorate for Financial Stability, Financial Services and the Union of Capital Markets, respectively, this list represents:

“The list of dual-use goods and advanced technology articles used in Russian military systems that are in the field of battle in Ukraine or critical for development, production or use of those” systems.

In 2022, Serbia exported this type of goods to Kyrgyzstan for the value of $340,000, while in 2023, the value of sanctioned goods sent to Kyrgyzstan has risen dramatically.

Of the goods under sanctions, the most exported were Cinettes, aircraft parts, helicopters, pilot-free aircraft, electrical equipment for electric circuits...

Whether to what extent these goods have entered Kyrgyzstan or re-exported to another market is unknown, because the Kyrgyzstan Statistics Committee has not published data on the kind of goods imported for the past two years. The Commission said there was no need or request for such detailed data.

According to data from the Agency for Business Registers' databases, almost one-third of the registered companies in Serbia exporting goods to Kyrgyzstan are established after the invasion begins -- February 22nd, 2022. Business registry shows that owners among other things are citizens of Russia, Cuba, Moldova, Ukraine, but also from European Union countries from Italy, Lithuania and Slovenia.

The Republika Statistics Institute data shows which goods are traded and to what volume, but not exactly which companies registered in Serbia have exported conflicting goods, or products covered by EU and US sanctions.
