Does Kosovo have the capacity to house prisoners from Denmark?
Kosovo and Denmark signed the letter of approval for sending 300 prisoners from the Danish state to Kosovo in December 2021. In April 2022, the document was converted to the Tracta, which was preordained for the transfer of prisoners to take place early in 2023.
And in May of this year, the Government of Kosovo has adopted the Treaty Ratification Bill between the Republic of Kosovo and Denmark for the exploitation of the Correcting Institution in Gjilan in order to execute Danish sentences.
Whether Kosovo has enough capacity to house 300 prisoners from Denmark, AAK deputy Beque Berisha has spoken of Periscope.
These are challenging the state, the authority of the state, even state officials who have no authority are not respected. Authority must go to the country for Kosovo prisoners, but even with Denmark's ones must operate the” system, Berisha told Periscope.
While LDK deputy Anton Kuni said recent cases show that there are fragility in this system, adding that the whole concept must be revised, both physical environments and personnel dealing with the safety of convicts.
There are cases that should alert all institutions, all the respondents who have to review the system and the concept of those environments, the personnel who deal with the safety of those who suffer any punishment. These recent cases show that there are frailties in this system, the concept should be completely revised, even in physical environments, staff, standard procedures. Where there are many acts locked in this process that should ensure that those in the suffering of punishment do not have the opportunity to be free and continue with their past nature”, Quinn told Blic newspaper..
Z. The justice minister tries to ease the situation a bit: Prisoners did not escape, but left
Deputy Justice Minister Blerim Sa Godi, at an extraordinary news conference Saturday, spoke of escapes from Kosovo prisons in recent weeks, from where he claimed the two prisoners have not escaped but have left.
There are two types of corrective institutions in Kosovo, closed species where security is high, convicts have rigorous and strict measures, as well as open types, where prisoners enjoy numerous rights and privileges, as the same are considered ready for reintegration”, he explained.
So that's why getting away from the closed prison type is considered escape, while leaving the open prison is considered an escape”, he added.
