Osmani: If Serbia fails to implement its part of the deal, we must return to agreement strategy with partners

President Vjosa Osmani is currently in the United States of America, attending the Forum for Women, Peace and Security under the NATO Summit. In an interview for the “The Voice of America”, questioned about dialogue with Serbia, the president said it must be implemented in parallel with the two states of the Bazic Agreement, on the contrary for Serbia's withdrawal, said Kosovo cannot implement the agreement as voluntary without receiving guarantees from partner states.

If we are convinced that Serbia will not implement its part of the agreement, we should return to the 2007-2008 strategy at the time of the Kosovo status agreement. Our agreement has been agreement with partners not with Serbia, because Serbia did not want Ahtisaari. We need such agreement, we need security competitions, international support, membership in international organisations, as a project that brings more peace and security to Rajon”, Osman said of the Voice of America.

She added that Kosovo insists to have parallel implementation of the Basic Agreement.

The more success there is in the dialogue the faster Kosovo will take steps towards the EU and NATO, but there is no obligation to implement its part of the agreement. What we are insisting on is not to leave our obligations, but to have parallel implementation of the agreement reached in Brussels known as the Basic Agreement where there are obligations for Kosovo some of which have been difficult concessions, but there are also clear obligations for Serbia, which if taken in its entirety constitutes defacto recognition of the Republic of Kosovo, as has been clearly indicated by European leaders. So Serbia cannot back down and they are not implementing the agreement and we are offered as volunteers to implement everything without taking assurances on the other side”, Osmani said.

According to Osmani, “The Kosovo-Serbia dialogue is not the whole Kosovo-American relationship, not to reduce the special report between Kosovo and the US just to what appears in Kosovo-Serbia dialogue. Of course, it is an important aspect for security in the region and our Euro-Atlantic future to succeed in the dialogue process, and that is why the continued insistence of the US and our other allies”.

Osmani also said he had meetings with large numbers of senators and congressmen who have supported Kosovo.

“We discussed the road before”, Osmani said, referring to meetings with senators.
