Kosovo-Serbia dialogue, possible return of Trump, Russia could cause Kallas head-to-head

Estonian politician Kaya Kallas will be the new chief of European Union diplomacy and one-time director of negotiations between Kosovo and Serbia. Fans of the region and the negotiations process between the two countries predict difficulties about Kallas's work and say a special emissary will be needed. Johanna [...]
Johanna Diemel, an independent and informed analyst for the Western Balkans and Southeast Europe, has declared for EB that Kallas comes from a state that recognises Kosovo's independence and that, as opposed to Borell, Kallas has also called for the five EU citizens who recognise Kosovo.
Deimel conflict between Russia and Ukraine sees as something that will undermine Kallas and focus the latter on the Kosovo-Serbia negotiations process.
“Kaya Kallas is the third female politician to hold the post of European Union High Representative for Foreign Affairs and Security Policy. A first major difference with its predecessor, Josep Borell, is that it comes from a state that recognises Kosovo and secondly that it has called on the 5th EU member who does not recognise Kosovo. It is a vocal critic of Russia, and it also adds a new dimension that requires a lot of persistence and diplomacy for its” work, Deimel said.
Analysts away say jobs can be difficult with Trump's possible return to the White House, since, along with it, say the exchange of territories on the agenda will return.
If we then turn our attention to Washington, where the victory of Donald Trump's election is becoming increasingly possible, Serbia and Pristina will also be found in a new geopolitical and security environment. For Kallas, this could also mean that the exchange of territories will be turned to the” agenda, she says.
Deimel highlights that dialogue is currently blocked and needs a new approach.
I think that I will once again appoint a Special Representative for Dialogue for this purpose. It will be interesting to see who (and where!) will appoint it for this task”, Johanna Deimel concludes.
Igor Novak from “CIG” says that on Kallas' focus it will be the EU's relationship with Russia and “most likely not the Kosovo-Serbia” dialogue.
However, he says there can be a change in Kallas' focus if it is estimated that the situation between Kosovo and Serbia could exacerbate the region.
The “given that, according to all likelihood, the EU cannot currently agree on Miroslav Lajcak's successor, it is possible to have a change of focus, if assessed that in terms of security, the report between Serbia and Kosovo could exacerbate the situation in the region. In any case, I think a new Special Representative is needed, because there is also a technical part of the negotiations. At the same time, Kallas will probably be the mediator in Belgrade-Pristina talks at the highest political level, such as Borell”, points out Igor Novakovic.
