Havenier: European bill scans executive authority that Kosovo needs to establish Association

Kosovo and Serbia are continuing to be called for implementation of obligations from the dialogue mediated by the European Union. “We expect Kosovo and Serbia to meet all obligations they have accepted in the dialogue, including the Ohrid Base Agreement and the Annex, and to do so urgently, without preconditions and without linking them to external issues”, Hüvenier said in an interview for Rubik in Klan Kosova, broadcasting the signal.
Hovenier said the deal is “fully official” despite not being signed by the parties, adding that the US believes mutual recognition should be the final result of the dialogue.

The American ambassador also talked about association and the European draft status, which he said “is not non-paper”, rejecting Prime Minister Kurti's claim.
He again urged Kosovo to submit this draft to the Constitutional Court for assessment, not to the Venice Commission.
Be clear, this isn't non-papper, this is not something we just handed over to them by chance. We handed him over by saying we believe that [the force] creates an association that protects all the concerns you've posed, which requires no change in the [Kosovo] Constitution, which has no executive authority. This is enough for Kosovo to fulfill its obligation to establish association through this draft”,He said.
